376 <br />VOTE: AYES: Bist, Christy, Franklin, Lutz, McGuigan, Pulido <br />(6) <br />NOES: None <br />ABSENT: Moreno (1) <br />1998-2000 COUNCIL CONCLUSION <br />Mayor Pro Tern Lutz commented on his eight years on the City Council, noting that <br />significant positive change has occurred throughout the City due to the efforts of the <br />Mayor, Council and City staff. He identified several accomplishments in the past eight <br />years including the construction of the police facilities, reduction in crime, and arts <br />movement projects such as the Artists Village, the Orange County High School of the <br />Arts, Discovery Science Center, St. Joseph Ballet, and the growth of the Bowers <br />Museums. <br />Mayor Pulido commended Nancy Lutz for her continuing support of her husband <br />throughout his two terms on the City Council.
