DRAFT <br />4. The Chair shall preside at all meeting of the Commission, authorize calls for any special <br />meetings, appoint members to committees and sub-committees created by the Commission, <br />and execute all documents authorized by the Commission. <br />5. The Police Chief shall appoint an employee to serve as Secretary of the Commission, who <br />shall keep a true and accurate record of all meetings of the Commission, shall issue notice of <br />all regulaz and special meetings, and shall perform such duties as aze generally associated <br />with that office. <br />ARTICLE IV -MEETINGS <br />1. Regulaz meetings of the Commission shall be at least monthly, held at such times and places <br />as established by the Commission and in accordance with Section 2-553 of the Municipal <br />Code. <br />2. Special meetings may be called at the direction of the Chair, or by a majority of the voting <br />members for the transaction of business as stated in the call for the meeting. <br />3. A quorum for the transaction of business at any meeting shall consist of a majority of the <br />voting members as defined in Section 2-551 of the Municipal Code. In the case of an even <br />number of voting members, quorum shall be one more than 50% of such members. <br />4. An affirmative vote of the majority of voting members present shall be necessary to approve <br />any action by the Commission. <br />5. No member of the Commission shall abstain from any vote unless disqualified. If a member <br />of the Commission feels that he/she is disqualified from voting, the member shall openly <br />state the fact and the nature of the disqualification, and them leave the room during the <br />debate and the vote on the matter. <br />ARTICLE V -COMMITTEES <br />1. The Commission may create standing or ad hoc committee or sub-committees of less than a <br />quorum of the body, for such specific purposed as the business of the Commission may <br />require from time to time. An ad hoc committee shall be considered to be dischazged upon <br />the completion of the purpose for which it was appointed and after the fmal report is made to <br />the Commission. <br />2. All committees shall make progress reports to the Commission as needed. <br />3. All committees will have advisory powers only. <br />ARTICLE VI -PARLIAMENTARY PROCEDURES <br />13B-3 <br />
