REQUEST FOR <br />COUNCIL ACTION <br />CITY COUNCIL MEETING DATE: <br />JUNE 18, 2007 <br />TITLE: <br />AGREEMENTS FOR TEMPORARY TECHNICAL <br />CONTRACT SERVICE PERSONNEL AND <br />CONSULTING SERVICES <br />CITY MANAGER <br />RECOMMENDED ACTION <br />CLERK OF COUNCIL USE ONLY: <br />APPROVED <br />^ As Recommended <br />^ As Amended <br />^ Ordinance on 1" Reading <br />^ Ordinance on god Reading <br />^ Implementing Resolution <br />^ Set Public Hearing For_ <br />CONTINUED TO <br />FILE NUMBER <br />Direct the City Attorney to prepare, and authorize the City Manager and <br />Clerk of the Council to execute agreements for temporary computer-related <br />technical contract service personnel & consulting services in a total <br />amount not to exceed $3,900,000 for a period of one year, with provision <br />for four one-year renewals, with continuous uninterrupted service and <br />with the following: <br />Concorde Consulting, Inc. <br />SoftMaster, Inc. <br />Telefords <br />The Comdyn Group, Inc. <br />Dawna Whaley <br />DISCUSSION <br />In 1997, the City completed an information systems strategic plan that <br />identified city-wide automation needs for the City. In addition, the City <br />was faced with potential technology system impacts due to the Year 2000 <br />(Y2 K) date change. As a result, the City required the need to enhance <br />existing staffing levels by contracting for a higher level of technology <br />expertise to supplement existing City staff. The use of contracted <br />technical personnel was a major factor in the City's successful <br />mitigation of serious operational impacts from Y2K. Since 1999, seventy- <br />four different individual contractors with varying levels of expertise <br />have been engaged. <br />To date, the Information Services Division continues to supplement its <br />full-time City staff with contracted positions. Currently, the City <br />utilizes fifteen contracted positions to complement a full-time City <br />staff of fifteen as well. The staffing structure provides stability and <br />25F-1 <br />
