Agreement for Temporary Technical <br />Contract Service Personnel and Consulting Services <br />June 18, 2007 <br />Page 2 <br />historical knowledge with permanent staff while the temporary staffing <br />provides flexibility to adjust staff expertise depending on need. <br />Overall, these individuals are assigned to various teams within the <br />Information Services Division. The teams include the Application <br />Development and Support Team, the Telecommunications Services Team, the <br />Mainframe Computer Operations Team, Microcomputer Support Team, Network <br />Support Team, and Data Center Support Team. Each of these units supports <br />many systems, applications, and hardware. Some of the systems supported <br />include 600 mainframe-based application programs; 120 servers; 150+ <br />network switches and routers; 2,380 voice, data and radio circuits; over <br />2100 microcomputer devices to name a few. <br />In March 2007, the Information Services Division (ISD) issued a Request <br />for Proposal (RFP) for "Temporary Technical Contract Service Personnel <br />and Consulting Services." Formal legal notice was posted in the <br />newspaper. The RFP was transmitted to 25 firms. A pre-proposal conference <br />was held to address questions. A total of 12 proposals were received. <br />Proposals were evaluated by members of the City's Information Services <br />Division and the Police Department's Information Services Unit. <br />Assessment was based on general qualifications, methods on securing <br />candidates, training, retention, pricing and reference checks. Based on a <br />total score of 200 points, the top firms were the following: <br />Top Ranked Proposers Assessment <br />Points <br />Telfords 194.3 <br />SoftMaster, Inc. 190.6 <br />The Comdyn Group, Inc. 187.5 <br />Concorde Consulting, Inc. 167.0 <br />In addition, staff is recommending the contract renewal for the <br />consultant assisting with the support of the payroll software, Dawna <br />Whaley. She provides programming and training services to the City on an <br />as-needed basis. Currently she is training new staff from Finance and <br />Personnel Services on the payroll software. It is also anticipated that <br />her services will be required in the development and implementation of an <br />enhanced direct deposit process. <br />25F-2 <br />
