Award a contract to R.J. Noble Company, the lowest responsible <br />bidder, in accordance with unit bid prices in the estimated amount of <br />$2,566,914.90, for construction of the Flower Street Rehabilitation <br />project from Edinger Avenue to First Street and Civic Center Drive to <br />Seventeenth Street. <br />2. Approve a Funding Analysis with a total estimated construction cost <br />of $3,168,900. <br />The segments of Flower Street from Edinger Avenue to First Street and <br />Civic Center Drive to Seventeenth Street have been identified as a high <br />priority on the City's Pavement Management System (Exhibit 1). The <br />pavement is deteriorating due to weather, age, and heavy usage. Some of <br />the adjacent curbs, gutters, sidewalks, and driveway approaches are also <br />in various state of disrepair. <br />The project provides for construction of new street pavement and <br />replacement of damaged concrete curbs, gutters, sidewalks, driveway <br />approaches, and installation of wheelchair ramps. Once completed, these <br />improvements will enhance the ride quality, surface drainage and visual <br />appearance of the street. Additionally, the existing In-Roadway Flashing <br />Crosswalk (IRFC) at the intersection of Flower and Walnut Streets will be <br />removed and replaced with the latest IRFC model. Once completed, the IRFC <br />installation will enhance the visibility and safety of the existing <br />marked crosswalk. <br />23A-1 <br />
