<br />'- <br /> <br />-' <br /> <br />I. GENERAL PROJECT DESCRIPTION <br /> <br />The City of Santa Ana is undertaking construction of several <br />capital improvement construction projects. These projects <br />include street improvements such as Bristol Street widening, <br />a $9 million dollar construction project, Garthe Reservoir, <br />Phase II; a $6 Million dollar construction project, and <br />installation of storm drains, sewer pipes and water mains. <br />The total value of construction is estimated to exceed $15 <br />million. <br /> <br />In order to maintain high quality of construction, the City <br />intends to retain a testing engineering firm to provide <br />quality assurance and testing services for those projects. <br />The selected firm is expected to provide inspection and <br />testing for project construction involving grading, soils, <br />base material, reinforced concrete and masonry, asphalt <br />concrete, structural steel, and other quality assurance and <br />testing services normally required in infrastructure <br />construction. <br /> <br />A list of some of the contemplated services is included as <br />Appendix C in this Request for Proposal (RFP). The <br />quantities listed in this fee schedule are for the purpose <br />of cost comparison only. The City reserve the right to ask <br />the selected testing firm to perform part, all, or none of <br />the listed work. The selected firm shall be paid only for <br />the work requested by the City. <br /> <br />The purpose of this RFP is to solicit proposals from quality <br />control consulting firms for the required services. The <br />selected consultant is expected to enter into an agreement <br />with the City to provide services on an as-needed basis. <br /> <br />The proposal shall be limited to 15 pages, excluding <br />materials in the appendices. The proposing firm shall submit <br />a cover letter to guarantee that key personnel will be <br />committed to the project as represented in the proposal. <br /> <br />II. PROPOSED SCOPE OF SERVICES <br /> <br />The required services shall include, but not be limited to, <br />the following: <br /> <br />1. Provide field inspections and compaction tests for grad- <br />ing and trench backfill and asphalt concrete construc- <br />tion according to the Standard Specifications for Public <br />Works Construction ("Green Book") and CaltranSStandard <br />Specifications. Submit daily field reports to the City <br />and a final report after work is completed. <br /> <br />2.
