(34) Meets Requirements <br />Plants are healthy and growing vigorously. Flower display is moderate with minor bare <br />spots where plants have not grown together yet. <br />Note: Newly installed beds automatically receive a Meets Requirements rating until <br />they have fdled in. <br />(1-2) Poor <br />Plants are unhealthy, dead or dying.
