Zoning Ordinance Amendment No.2007-02 <br />Conditional Use Permit No. 2007-07 <br />June 25, 2007 <br />Page 4 <br />The proposed project also includes adding an exterior brick facade that is <br />similar to the existing facade along Harbor Boulevard. The brick facade <br />would unify the appearance of the buildings. New windows and doors are <br />also proposed to enhance the building's appearance. <br />Implementation of the proposed project has the potential to result in <br />cumulative impacts in the following areas. <br />- Increase dust level in the area temporarily <br />- Disturbance of undiscovered cultural resources <br />- Disposal of asbestos containing building materials, lead based <br />paint, and PCB-containing lighting ballasts <br />- Generate runoff <br />- Expose people to excessive noise and vibration <br />- Create hazardous condition at an intersection in the vicinity <br />of the proposed project <br />Mitigation measures and a Mitigation Monitoring Program are proposed to <br />mitigate these potential environmental impacts associated with this <br />project. <br />In an effort to inform the adjacent property owners of this project, <br />public hearing notices were distributed to property owners within a 300- <br />foot radius of this property. Additionally, the Riverview West <br />Neighborhood Association was contacted and they found the proposed <br />transient/residential hotel development to be compatible with the <br />existing residential neighborhood. <br />The proposed zoning ordinance amendment will add transient/residential <br />hotel as a conditionally permitted use in the general commercial overlay <br />district of the North Harbor Specific Plan (SP2). This action is <br />consistent with the City Council's desire to ensure that a <br />transient/residential hotel is permitted only when it provides appropriate <br />amenities for children and families, including open space, laundry rooms, <br />landscaping and kitchens. The proposal is consistent with the General <br />Plan goal of promoting land uses that enhance the City's economic and <br />fiscal viability while ensuring that impacts of development are mitigated. <br />Further, the project complies with the provisions set forth in the <br />Transient/Residential Hotel Ordinance, the design and development <br />standards for transient/residential hotels, the SP2 zoning district and <br />the Land Use Element of the General Plan. Therefore, staff recommends <br />that the Planning Commission recommend that the City Council approve <br />Zoning Ordinance Amendment No. 2007-02 and Conditional Use Permit No. <br />2007-07 as conditioned (Exhibits 4 and 5). <br />75D-5 <br />
