Zoning Ordinance Amendment No.2007-02 <br />Conditional Use Permit No. 2007-07 <br />June 25, 2007 <br />Page 3 <br />zoning code to provide a definition for transient/residential hotels and <br />to ensure that hotels acting as the primary residence for guests are <br />permitted only when they provide appropriate amenities for children and <br />families. <br />A transient/residential hotel differs from a hotel/motel in that, while <br />guests at a hotel/motel have another primary residence, the guests at a <br />transient/residential hotel are utilizing it as their primary residence. <br />Any hotel and motel that rents, lets, or otherwise provides for <br />compensation 25 percent or more of the total number of rooms therein to <br />any person, firm, partnership, corporation, association, or other business <br />entity for occupancy which exceeds 28 consecutive days in any 60 <br />consecutive day period shall be deemed to be a transient residential <br />hotel. No transient/residential hotel may be established in the City <br />after June 7, 1999 unless (a) it was existing on June 7, 1999 and (b) it <br />is permitted by a Specific Plan (SP) or Specific Development (SD) district <br />and then only as a conditional use. <br />The applicant proposes to remodel the interior and exterior of the <br />California Palms to comply with the design and development standards <br />created for transient/residential hotels. The remodeling would reduce the <br />number of units from 207 to 190 units to comply with the minimum room size <br />requirement of 220 square feet. All guest room kitchens would be updated <br />to include a kitchen sink with disposal, new cooking appliances and <br />refrigerators, updated dry food and utensil storage, and granite counter <br />tops. Lighting and ventilation would also be updated. All rooms will be <br />pre-wired with telephone and cable television services. Equipment in the <br />fitness room would be updated and new washers and dryers would be <br />installed in the three laundry rooms on-site. <br />The existing northernmost driveway along Harbor Boulevard would be removed <br />to comply with Public Works Agency requirement. The parking lot is <br />proposed to be re-striped to reflect changes in driveway access locations <br />and internal circulation. A total of 210 parking spaces would be <br />available for residents and visitors. Landscaping enhancement would be <br />provided throughout the site and along the east property line abutting <br />single-family residences. <br />A 2,200-square foot common open space surrounded by landscaping and a a- <br />foot decorative brick wall is proposed between Building 1 and 4. This <br />area will include three shade structures, picnic tables, benches and B-B-Q <br />area. The two existing pools will be enhanced by decorative paving and <br />additional landscaping. <br />75D-4 <br />
