A division of <br />PW <br />January 22, 2007 <br />Karen Haluza <br />City of Santa Ana . <br />Planning and Building Agency <br />20 Civic Center Plaza <br />Santa Ana, California 92702 <br />Subject: Metro East Mixed Use Overlay Zone EIR (EIP Project #10950-01) <br />Budget Augment Request <br />Dear Karen: <br />This letter presents a request for a budget augment to cover the additional costs that will be/have been incurred by <br />EIP Associates, a division of PBS&J, to perform the necessary environmental analysis and documentation, as they <br />pertain to the Metro East Mixed Use Overlay Zone Environmental Impact Report (EIR). Currently, the Draft EIR <br />is out for public review. Since the initial scope of work and budget were drafted, several items have occurred/will <br />occur that have affected/will affect the cost of the EIR. <br />It is important to note that the original EIR workplan proposed by EIP assumed a project that would be completed <br />on a fixed schedule with minimal revisions to the technical analysis presented in the Administrative Draft EIR <br />submitted for internal review. As such, the original proposed workplan and approved budget for the EIR reflected a <br />straightforward and timely EIR process. Based upon several unforeseen developments, both to the project -level and <br />program -level analyses, EIP staff have had/will have to conduct additional technical analyses and extensive <br />coordination with City/applicant staff in order to produce the Draft EIR per the accelerated schedule requested by <br />the City. There are three primary reasons for the additional analyses and extensive coordination required that were <br />unforeseen at the time of productionof the onguial scope of work, including: <br />• City comments/edits to both the NDC and Shea Homes development applications that resulted in <br />additional revisions to both applications; <br />• Withdrawal of Shea Homes from the project and FIR process; and, <br />• Modifications of the districts and overall development pataimetets of the overlay zone. <br />In addition, the original EIR workplan proposed by EIP did not assume the preparation of a water supply <br />assessment (WSA) or health risk assessment. Both studies were determined to be necessary after the project began, <br />and were subsequently included as part of the Draft EIR. It should be noted that the budget for the WSA assumed <br />completion of the WSA that was originally funded by Shea Homes. Further, additional traffic analysis, conducted by <br />Katz, Okitsu & Associates, was necessity due to changes to certain features of the overlay zone, including potential <br />roadways, and the inability of the Orange County Transportation Authority (OCTA) to conduct the regional <br />modeling. <br />EIPis requesting that the City approve the additional proposed budget amounts detailed on the attached <br />spreadsheet. The spreadsheet presents a breakdown of the budget and EIP labor hours associated with each <br />requested budget augment item (budget augment items are presented in red text in the spreadsheet). Details of <br />additional work (in excess of original budgeted labor hours) and out of scope work performed by EIP are also <br />provided below for each requested budget augment line item. <br />Page 1 <br />EXHIBIT Al <br />
