Page 2 <br />Issue Details <br />Project <br />Due to changes to both the program and project descriptions, substantial revisions to the <br />Initiation and <br />existing descriptions had to be made. The removal of floor -area -ratios as the limiting factor for <br />Organization — <br />the Overlay Zone, as well as the potential roadways, needed to be reflected in the description of <br />Background <br />the overlay zone. The schedule delay has resulted in EIP project management labor hours significantly in <br />excess of those originally budgeted. In addition, due to EIP's increased involvement during the <br />planning of the overlay zone as requested by the City, additional coordination and meetings <br />between EIP, City, and applicant staff, have increased costs beyond those originally budgeted. <br />Direct Cost <br />EIP recirculated the IS/NOP for public review from September 5, 2006 to October 4, 2006. <br />Budget Needed <br />The original scope and - budget assumed production of only one IS/NOP. However, the <br />to Complete <br />aforementioned changes to the project, both in schedule and in scope, have resulted in the need <br />EIR <br />for recirculation and modification of the IS/NOP. <br />Page 2 <br />
