Santa Ana East Memory Lane/Town and Country Manor EIR <br />SCOPE OF WORK <br />Evaluate site structural Best Management Practices (BMPs) and determine which <br />BMPs will be used and provide justification for any BMPs not being used. Describe <br />how the selected BMPs will be implemented and the entity or party responsible for <br />implementation, maintenance, and/or inspection. This task assumes that preliminary <br />design calculations for the Project will be available for sizing treatment BMPs. <br />Although MBA can provide guidance on the type, location, and size of potential <br />treatment control BMPs, this SOW assumes that the Project engineer will integrate <br />those selected treatment control BMPs into the Project site plan. <br />Provide an evaluation of the 0&M requirements of all structural source and <br />treatment control BMPs included as part of the Project. <br />The WQMP will be summarized for use in the EIR and included in its entirety in the <br />Appendix. <br />Traffic and Circulation. The City of Santa Ana has selected Kimley-Horn and Associates, <br />Inc. as the traffic consultant for preparation of the traffic impact study for the EIR. In <br />accordance with the requirements of the City of Santa Ana, the traffic impact study for the <br />project will consist of the following: <br />- Existing Condition <br />- Opening Year Without the Project <br />- Opening Year With the Project <br />- Traffic Impact Analysis <br />- Mitigation Measures, if necessary <br />- Analysis of Site -Specific Issues <br />The specific scope of work, method and approach for the traffic impact study is provided <br />in its entirety in Appendix C of this proposal. Kimley-Horn will be a subconsultant to MBA <br />for the duration of the EIR process, including support in response to comments on the <br />Draft EIR and public meeting attendance. <br />Geology and Soils. Zeiser-Kling Consultants, Inc. will prepare a preliminary <br />geotechnical report to address geologic hazards, soils issues and preliminary design <br />recommendations for construction of the project. The report will address seismic <br />hazards, liquefaction, subsidence, compressible soils, groundwater, corrosivity, and <br />preliminary foundation requirements. Particular attention will be given to any <br />geotechnical issues associated with the proposed three -level subterranean parking <br />garage. The report will be summarized for use in the EIR. <br />Phase II - Environmental Impact Report <br />Task 2.1: Project Description and Background <br />The MBA project manager will meet with the City for the purpose of obtaining information <br />necessary for preparation of complete project and alternatives descriptions, establishing early <br />communication among various project team members, and familiarizing MBA with the issues <br />and concerns identified for analysis. <br />To facilitate this process, MBA will: <br />■ Attend an initial orientation meeting with City of Santa Ana staff and the project applicant, <br />if necessary, to review the proposed project scope of work and to determine which <br />6 <br />
