Santa Ana East Memory LaneiTown and Country Manor EIR <br />SCOPE OF WORK <br />elements will be included in descriptions of the project and alternatives to the proposed <br />project <br />■ Receive project objectives (including those of the City and the applicant), and narrative <br />program descriptions of project alternatives that are sufficient to develop the EIR's <br />description of alternatives to the proposed project <br />■ Refine the project schedule, based on agreements reached during contract negotiations, <br />and on information discussed at the initial orientation meeting, if needed <br />■ Receive all existing reference and research materials related to the project, the project <br />site and vicinity, including base maps, aerial photographs, and environmental documents <br />for projects in the project vicinity <br />■ Review site -specific data, conduct a field visit, interview relevant parties (such as the City <br />and other agency staff) to identify available existing documentation for the project area, <br />and review the City's CEQA compliance procedures <br />■ Develop a detailed sample outline of the Administrative Draft EIR, describe format and <br />document style for City approval <br />Task 2.2: Initial Study, Notice of Preparation, and Scoping <br />Initial Study. MBA will prepare an IS, according to CEQA requirements, CEQA Guidelines <br />(Section 15063), and the City of Santa Ana CEQA Implementation Procedures. The <br />content of the IS will comply with the requirements of case law. Issues for which no <br />significant impacts are expected (for which no additional evaluation is required) and <br />topics that will require further evaluation in the EIR will be identified. This will narrow and <br />precisely define the scope of the EIR, will provide a strategic action plan for completing <br />the environmental process as efficiently as possible, and will determine the most <br />effective approach for addressing any required consultations and approvals of other <br />agencies. <br />A Draft IS will be prepared for review by the City of Santa Ana; five copies of the Draft IS <br />will be submitted to the City. Following receipt of one complete set of comments, MBA will <br />revise and prepare the Final IS. <br />Notice of Preparation. MBA will prepare the Notice of Preparation (NOP), which will <br />include a project description, project exhibits, including a topographical map, and the <br />Final IS. After approval from the City, MBA will provide one original copy, an electronic <br />version on CD, and 20 copies of the NOR MBA will prepare a distribution list for City <br />review and approval. MBA will distribute the documents (to the State Clearinghouse, <br />public agencies, and individuals identified on the distribution list). The NOP will be sent by <br />certified mail or overnight mail. <br />Community Scoping (Optional). The project does not qualify as a project of Statewide, <br />Regional or Areawide Significance pursuant to CEQA Guidelines 15206. However, the City <br />of Santa Ana may elect to have a community scoping meeting nonetheless, especially in <br />light of redevelopment activities underway in the City of Santa Ana and potential funding <br />vehicles. MBA will attend this early consultation/scoping meeting, monitor comments <br />received, answer questions as directed by staff, and provide a summary of public <br />comments with regard to any environmental concerns raised. Input will be used to focus <br />the issues to be addressed in the EIR. The summary of comments will be included in the <br />EIR Appendices. <br />
