Ms. Emilie Johnson, May 1, 2008, Page 3 The Opening Year without the Project analysis will consist of developing traffic forecasts for all proposed and foreseeable cumulative projects plus ambient traffic growth to the year in which the project is anticipated to be completed. City staff will provide the anticipated Opening Year, and the ambient traffic growth rate. Cumulative projects information, including all necessary project information (land use, quantities, and location) will be provided by the City of Santa Ana Planning and Building Agency. The Opening Year with the Proposed Project represents the conditions described in the paragraph above, plus build -out of the Proposed Project. General Plan Build -out represents long-term build -out of the City and the region. Build - out forecasts will be obtained from OCTA. Kimley-Horn will develop project traffic and cumulative projects traffic estimates using the current Institute of Transportation Engineers (ITE) Trip Generation publication. The project trips will be distributed and assigned to the circulation network. Trip generation estimates and trip distribution assumptions will be submitted to and reviewed by the Public Works Agency prior to the subsequent stages of the analysis. The project impact section of the report will identify project -related traffic impacts, based on City of Santa Ana Level of Service standards. If the project is found to have significant impacts, mitigation measures will be identified. Evaluation of potential mitigation measures and an analysis of their effectiveness will be provided. The mitigation measures section will include a conceptual drawing of the proposed mitigation measures, and a discussion of potential impacts on adjacent properties and the possibility of property take, if applicable. Special Issues The traffic study will include the following analyses: • Signal warrant analysis for all unsignalized intersections. • Sight distance evaluation for project driveways. • Assessment of adequacy of proposed parking supply. Additional Services The foregoing scope of work assumes analysis of one version of the project site plan. If changes to the site plan or the project description are made after analysis has begun, additional fee and time may be necessary. For budgeting purposes, it is assumed that mitigation measures and conceptual drawings will be needed at no more than two locations. Any services not specifically provided for in the above scope will be considered additional services and can be performed at our then -current hourly billing rates. Additional services we can provide include, but are not limited to, the following:
