Ms. Emilie Johnson, May 1, 2008, Page 3 <br />The Opening Year without the Project analysis will consist of developing traffic forecasts <br />for all proposed and foreseeable cumulative projects plus ambient traffic growth to the <br />year in which the project is anticipated to be completed. City staff will provide the <br />anticipated Opening Year, and the ambient traffic growth rate. Cumulative projects <br />information, including all necessary project information (land use, quantities, and <br />location) will be provided by the City of Santa Ana Planning and Building Agency. <br />The Opening Year with the Proposed Project represents the conditions described in the <br />paragraph above, plus build -out of the Proposed Project. <br />General Plan Build -out represents long-term build -out of the City and the region. Build - <br />out forecasts will be obtained from OCTA. <br />Kimley-Horn will develop project traffic and cumulative projects traffic estimates using <br />the current Institute of Transportation Engineers (ITE) Trip Generation publication. The <br />project trips will be distributed and assigned to the circulation network. Trip generation <br />estimates and trip distribution assumptions will be submitted to and reviewed by the <br />Public Works Agency prior to the subsequent stages of the analysis. <br />The project impact section of the report will identify project -related traffic impacts, based <br />on City of Santa Ana Level of Service standards. <br />If the project is found to have significant impacts, mitigation measures will be identified. <br />Evaluation of potential mitigation measures and an analysis of their effectiveness will be <br />provided. The mitigation measures section will include a conceptual drawing of the <br />proposed mitigation measures, and a discussion of potential impacts on adjacent <br />properties and the possibility of property take, if applicable. <br />Special Issues <br />The traffic study will include the following analyses: <br />• Signal warrant analysis for all unsignalized intersections. <br />• Sight distance evaluation for project driveways. <br />• Assessment of adequacy of proposed parking supply. <br />Additional Services <br />The foregoing scope of work assumes analysis of one version of the project site plan. If <br />changes to the site plan or the project description are made after analysis has begun, <br />additional fee and time may be necessary. <br />For budgeting purposes, it is assumed that mitigation measures and conceptual drawings <br />will be needed at no more than two locations. <br />Any services not specifically provided for in the above scope will be considered <br />additional services and can be performed at our then -current hourly billing rates. <br />Additional services we can provide include, but are not limited to, the following: <br />
