<br />wetland delineations and biological studies, performing sensitive species surveys, coordinating large-
<br />scale environmental compliance and ecological restoration programs, and preparing CEQA
<br />documentation. He earned an M.S. in Ecology and Evolutionary Biology from the University of
<br />Arizona, and a B.S. in Biology from the University of Michigan.
<br />Stacey has been involved in the fields of archaeology and history for over a decade, with
<br />specialization in historical archaeology. She has extensive experience in archival research and
<br />historical writing and has worked on projects spanning from early colonial contact to the recent past.
<br />In addition, Stacey has served on a variety of prehistoric and historic excavations both in the United
<br />States and abroad. Supplementing her work in cultural resources management, she conducts
<br />research on ceramics, community development, and identity construction in colonial South Africa.
<br />Stacey earned a Ph.D., M.Phil., and M.A. in Anthropology from Rutgers University, New Brunswick,
<br />New Jersey, and a B.A. with High Distinction in Anthropology from the University of California,
<br />Berkeley.
<br />Richard Starzak has 26 years of experience as an architectural historian, including 16 years as a
<br />project manager, specializing in consultation on behalf of public agencies for compliance with
<br />Section 106 of the National Historic Preservation Act. He specializes in large-scale
<br />architectural/historical surveys required to establish National Register eligibility. Richard has earned
<br />a reputation for problem solving when historic properties cause constraints by developing creative
<br />alternatives, approaches, consultation documents, and mitigation. He has developed database
<br />programs for accessing large inventories of historic resources and creating technical reports. Richard
<br />meets the Secretary of the Interior's Professional Qualifications Standards in Architectural History.
<br />He earned an M.A. in Architecture: History, Criticism & Analysis from the University of California
<br />Los Angeles.

<br />is knowledgeable in American urban and suburban history, and he is experienced in local, state, and
<br />federal regulatory environments, including Section 106 Review, NEPA, and CEQA. In addition, he
<br />has considerable expertise performing architectural design review, interpreting the Secretary of the
<br />Interior's Standards, and preparing historic resource surveys, rehabilitation studies, historic structure
<br />reports, and nominations to the National Register of Historic Places. Christopher has worked as a
<br />historic consultant in the Los Angeles area since 1999. Prior to this time, he was the Historic
<br />Preservation Officer for the City of Deadwood, South Dakota, where he administered that City's
<br />multi -million -dollar historic preservation program. He holds an M.A. in Public History and Historic
<br />Preservation from Middle Tennessee State University, Tennessee, and a B.A. in History (minors in
<br />Art History and Archaeology) from Washington University, Missouri.
