Section 2. Personnel Experience Page 6 <br />Anna Buising is an environmental planner with extensive experience in geological sciences. She <br />specializes in preparation of technical sections related to geology/seismicity/soils, hydrology/water <br />quality, and various other topics. She is also active in geohazards abatement planning work. She also <br />developed a rave -reviewed workshop in writing for geoscience professionals. She and her students <br />were among the first researchers to use the Neogene stratigraphic record to test quantitative <br />reconstructions of past movement on the San Andreas fault system. Anna earned a Ph.D. in <br />Geological Sciences from the University of California, Santa Barbara, and a B.S. in Geology from the <br />University of California, Los Angeles. <br />Tom has over 15 years of professional and academic experience in project management, hydrology, <br />analytic chemistry, water resource issues, riparian water quality sampling, laboratory analysis, and <br />hydrologic flow measurement. He is expert in hydrologic and water quality modeling, fluvial <br />geomorphology; evaluating watersheds, total maximum daily loads, and best management practices <br />for pollution prevention plans; flow analyses; water use/demand calculations; and impact/mitigation <br />analyses. He is proficient at hydrologic and water quality modeling. Tom conducts interdisciplinary <br />analyses of water quality at a variety of scales, ranging from microscopic to meso-scale catchments. <br />He earned an M.S. in Hydrology and Aquatic Chemistry from Yale University, and a B.A. in <br />Geography (Fluvial Geomorphology with a minor in Environmental Studies) from the University of <br />Southern California. <br />Megan is a hydrologist and water quality specialist with over 5 years of experience. She has authored <br />numerous water resources sections for environmental documents, as well as water supply <br />assessments and technical baseline water quality studies. She has described the hydrologic, water <br />quality, water supply, and wastewater impacts for a variety of residential and commercial <br />development projects throughout California. Megan has assisted with and performed hydrologic and <br />water quality modeling and a variety of fieldwork tasks, including longitudinal surveys, river and lake <br />water quality sampling, algae collection, and groundwater quality sampling. She holds an M.S. in <br />Hydrology from the University of Nevada, Reno, and a B.S. in Environmental Sciences from the <br />University of California, Riverside. <br />Shelah Riggs is an accomplished project manager with over 6 years of experience preparing <br />CEQA/NEPA documents and regulatory permitting under the Federal Clean Water Act, State <br />Porter -Cologne Act, State Fish and Game Code, and federal and state endangered species acts. Her <br />technical work includes preparing Section 401, 404, 1602, Waste Discharge Requirement, and Section <br />7 Permit applications; 404(b)(1) Alternatives Analyses; and Conceptual Mitigation Plans. Shelah has <br />conducted numerous wetlands and streambed delineations in accordance with the USACE 1987 <br />wetland delineation manual methodology throughout southern California.
