Section 2. Personnel <br />favorable mitigation conditions for a variety of public and private projects located within <br />environmentally sensitive areas. Shelah earned an M.S. in Environmental Studies from California <br />State University, Fullerton, and a B.A. in Geography from California State University, Fullerton. <br />Jennifer Hobbs is an environmental scientist specializing in environmental hazards and risk <br />assessment. Jennifer has participated in water quality studies, Phase I Environmental Site <br />Assessments, risk assessments, and analysis of recreation resources takes in transportation studies <br />specifically related to Section 4(f) analyses (federal requirement related to recreation, historical, and <br />cultural resources). She also has experience using GIS software such as ESBI's ArcView and <br />ArcINFO and the application of these tools in planning and environmental document preparation. <br />She is routinely involved in the preparation of environmental documents pursuant to CEQA and <br />NEPA. She holds a B.S. in Geography, emphasis in GIS and Hydrology, and a B.S. in <br />Environmental Studies from the University of California at Santa Barbara. <br />Jennifer has over 15 years of transportation planning and engineering experience in the public, <br />private, and academic sectors. Her duties include all analytical aspects of transportation planning, <br />engineering, and impact analysis. Jennifer's experience includes development of the transportation <br />element of city and county comprehensive plans, environmental impact analyses, traffic analyses for <br />site impact studies, transit and nonmotorized analyses, traffic signal design and analyses, and <br />geometric design of transportation infrastructure.
