Section 3. General Scope of Services Page 13
IApproach for Technical Support Services
As discussed previously in this SOQ, Jones & Stokes has the technical capacity to address nearly
every environmental issue that arises. We will prepare appropriate technical reports to support
environmental documentation or as stand-alone studies, as necessary. These may include but would
not be limited to the following:
I ■ Aesthetics/visual resources (light and glare, shade/shadow studies).
■ Air quality.
■ Biology (plants/wildlife, aquatic, wetland).
I■ Cultural resources (archaeology/architectural history/paleontology).
i ■ Geology/soils.
■ Hazardous materials.
■ Hydrology and water quality.
■ Land use/policy analysis.
■ Mineral resources.
■ Noise/acoustics/vibration.
■ Population/housing/socioeconorrcs/environmental justice.
■ Public services and utilities.
■ Traffic/circulation/parking.
General Time Schedule
The schedule for any given project will vary based on complexity of the project, number and
magnitude of technical studies that may be required, public controversy, and review requirements.
Additionally, where NEPA is involved, the City is subject to the federal lead agency's staff
availability, review schedules, and other factors beyond the City's control that will impact the
schedule. In general terms, the following represents a range in the possible schedules for different
environmental processes: '
■ Negative Declaration/Mitigated Negative Declaration: 60 days-4 months
■ Environmental Assessment/FONSI: 4 —6 months
■ EIR: 6 months-1 year
■ EIS: 1 year-18 months (depending on federal lead agency)
Fees
Comparable to the variability in schedules for the different environmental processes, the fees
associated with the reviews will also vary based on complexity of the project, number and magnitude
QY of Sena Ana r^. ,Nnf 21, 2007
SOOf" EnrimnnrenadCo,...
