Box 1988 <br />Santa Ana, CA 92702 <br />r _:sip:€''L Cii v attorney <br />Subject: Proposal to Prepare an Initial Study and Notice of Preparation for the Santa Ana State <br />Enterprise Zone Application <br />Dear Sergio: <br />Thank you for inviting Jones & Stokes to prepare an Initial Study and Notice of Preparation <br />(IS/NOP) for the Cite of Santa Ana State Enterprise Zone (SEZ) in accordance with the California <br />Environmental Quality Act (CEQA) Guidelines. We understand that the City of Santa Ana is <br />proposing that areas within the City be designated an SEZ, which would make available incentives <br />to attract and retain businesses and jobs in economically distressed areas of the City. The proposed <br />project would allow businesses located within the SEZ area to take advantage of state performance - <br />based tax credits and incentives as well as city benefits. The zone designation would not result in <br />sition or development projects. We have detailed our proposed <br />specific construction, land acqui <br />scope of work, cost estimate, and schedule within this letter. <br />Proposed Scope of Work <br />We have developed a scope of work based on our current understanding of the project and <br />anticipated level of effort to complete the documentation. Our scope of work includes only <br />preparation and distribution of the IS/NOP and does not include preparation or processing of an <br />Environmental Impact Report, which would be subject to a revised scope and budget. Our <br />proposed scope of work is as follows. <br />Task I. Initiation of the Project/Kick-Off <br />We willattend a kick-off meeting to discuss the project with City staff within 5 working days of <br />receiving the notice to proceed.
