Prepare Administrative Draft Initial Study <br />Jones & Stokes will prepare an administrative draft Initial Study, which will include an evaluation of <br />the environmental resources contained in the City's CEQA Environmental Checklist. The Initial <br />Study will include discussions of the existing regional environmental conditions, potential impacts <br />and magnitude of the impacts, and the level of significance for each environmental discipline, as <br />appropriate. Our approach will involve utilizing existing available planning documents and <br />reference materials, and does not include conducting any detailed technical studies. <br />Based on the nature of the proposed project, it is not likely to result in any specific, known or <br />projected development projects. However, the proposed SEZ designation has the potential to <br />indirectly result in increased development activity within the project area, which may or may not <br />result in impacts to environmental resources. The impact discussion will be broad based and <br />programmatic, and will address potential indirect impacts to the greatest extent practicable. We will <br />identify whether or not the proposed project could generate potentially significant impacts, requiring <br />an Environmental Impact Report (EIR), or whether impacts would all be less than significant. <br />Task 3. Finalize Initial Study <br />Following the City's review and comment on the Administrative Draft Initial Study, )ones & Stokes <br />will revise the document to incorporate comments as appropriate. We will prepare the Initial Study <br />for circulation for public review <br />Task 4. Prepare NOP <br />Jones & Stokes will prepare the Notice of Preparation in accordance with the CEQA Guidelines. <br />The NOP will contain all of the required contents, including a description of the project, location, <br />and potential environmental impacts. <br />Task 5. Circulate ISMOP <br />Upon review and approval of both the Initial Study and NOP, we will circulate the IS/NOP to a <br />City -approved distribution list. For budget purposes, we will assume reproduction and distribution <br />of up to 50 copies. We will also assume responsibility for posting the NOP at the County Clerk's <br />Office, and submitting 15 copies of the IS/NOP to the State Clearinghouse. The City will be <br />responsible for publishing any newspaper notices and/or mailing notices to property owners. <br />Schedule <br />We propose to complete the Administrative Draft IS/NOP within approximately 30 days from the <br />kick-off meeting. <br />Cost <br />We propose to perform the scope of work identified in this proposal on a time -and -materials basis, <br />for a not -to -exceed cost of $17,500.
