K O A C o r p o r a t i o n
PROPOSED SCOPE OF SERVICES for the
Traffic Impact Study Proposal
for the Draft EIR Metro East Mixed Use Overlay Zone
In The City Of Santa Ana -Addendum
The following scope of services, schedule and fee apply to a traffic study update to analyze additional
concerns that the City of Tustin has raised within the letters sent to the City on April 11, 2007 and May
14, 2007; specifically:
QL Prepare an exhibit that shows the traffic volume distribution in trips on arterial links within the
Old Town Tustin area — namely El Camino Real, Pacific Street, Myrtle Avenue, "B" Street, and
Amaganset Way. Also show project trips on arterial streets bounded by Newport Avenue, 17th
Street, SR 55 Freeway, and 1-5 Freeway.
4- Include an analysis of Main Street between Elk Lane and Newport Avenue. This street segment
is identified as a Secondary Arterial roadway in the Tustin General Plan. This arterial was not in
the original SOW for the Draft EIR, but the City of Tustin wishes it to be analyzed at this time
due to the constrained right-of-way where Main Street traverses under the 1-5 Freeway Bridge
(which results in a narrow configuration).
4- Provide traffic counts and analysis of the following intersections: Main Street/Pacific Street, Main
Street/"B" Street, Main Street/El Camino Real, Main Street/Newport Avenue, and Seventeenth
Street/Prospect Avenue
These items are included in the Scope of Services provided below.
SCOPE OF SERVICES
The Scope of Services is intended to mutually meet both Cities' requirements for analysis of traffic
impacts associated with the proposed development.
Task 1 — Study Orientation and Scope Refinement
KOA senior staff will discuss the normal and unique traffic aspects of the project and study
requirements with the City Traffic Engineer.
Task 2 — Data Collection
Peak period intersection turning movement counts will be collected for 5 intersections during the AM
and PM Peak hours:
4- Main Street at Pacific Street
4- Main Street at "B" Street
4- Main Street at El Camino Real
TRAFFIC IMPACT STI-DY PROPOSAL — ADDENDUM FOR THE
Irujt EIR dletro East _,WjXed U.Se Zone Overlay Project in the City of Santa Ana
