WORK STUDY SESSION <br /> <br />· Intersections are ranked based on total points <br />· Using the priority list, the City seeks funding for traffic signal <br /> installation <br />· Funding methods include: federal funds, development impact fee <br /> (TSIA) and developer installation as a condition of development <br />· A goal of the circulation element of the City's General Plan is to <br /> protect local streets from through traffic to preserve neighborhood <br /> character by developing and implementing neighborhood traffic <br /> management plans <br />· Complaints are received by phone, letter, neighborhood meetings, <br /> police department, or Council request <br />· Following a complaint, the Public Works Agency conducts a field <br /> investigation, and conducts traffic counts or speed study to verify <br /> the problem; the agency then determines the appropriate action <br /> required <br />· The most common complaints include: cut through traffic; <br /> speeding; parking intrusion; and, traffic congestion <br />· There is a 13-step process for developing neighborhood traffic <br /> management plans developed and managed by the Environmental <br /> and Transportation Advisory Committee(ETAC) <br />· A neighborhood initiates the process to install traffic calming <br /> measures <br />· The process seeks to develop neighborhood driven solutions <br /> through consensus building steps <br />· The neighborhood submits a petition to the City with signatures <br /> from at least 35% of eligible dwellings <br />· Public Works staff submits petition and plan to ETAC for approval <br />· The neighborhood is balloted regarding the traffic plan; 50% plus1 <br /> is needed for approval of trial installation <br />· ETAC reviews ballot results, hears public comments, and makes <br /> recommendation to the Council <br />· The Council approves or rejects the plan <br />· The traffic plan is implemented on a six month trial basis <br />· The neighborhood is re-balloted regarding permanent installation <br /> of traffic plan; 66% approval is required <br />· ETAC reviews and approves the ballot results and follow-up action <br />· City does not prioritize neighborhood traffic plans <br />· Purpose of signal coordination is to set timing of signals to get <br /> greatest number of vehicles to move along the corridor with the <br /> fewest stops possible <br />· Signal coordination is based on time of day and directional traffic <br /> flow <br /> <br />CITY COUNCIL MINUTES <br /> <br />346 <br /> <br />SEPTEMBER 16, 2002 <br /> <br /> <br />
