Orange County Youth Commission to provide basic skills training <br />and lessons in the art of boxing for twenty in-school youth in <br />an amount of $96,260, through June 30, 2008. <br />2. Direct the City Attorney to prepare and authorize the City Manager <br />and Clerk of the Council to execute a Memorandum of Understanding <br />with the City of Santa Ana WORK Center for the implementation of the <br />Youth Program Navigator in the amount of $205,214. <br />WORKFORCE INVESMENT BOARD ACTION <br />At its Regular Meeting of July 13, 2007, by a vote of 16:1 (Chapman, <br />Chen-Lee, de Leon, Lin, Martinez, Quarles, Wadhera, Ward, Absent; Zarate, <br />No; and Blank, Jimenez-Hami, Oakes, Abstained) the Workforce Investment <br />Board recommended that the City Council approve the proposed PY 07-08 <br />contracts with Workforce Investment Act Youth Program Operators. <br />DISCUSSION <br />Under the Workforce Investment Act (WIA), the Santa Ana Workforce <br />Investment Board (WIB) and its Youth Council make funding recommendations <br />in order to provide WIA services to local qualified at-risk youth. On <br />April 2, 2007, a Request for Proposals (RFP) seeking providers of youth <br />services for the period of July 1, 2007, through June 30, 2008, utilizing <br />Program Year 2007-08 WIA youth funds was released. By the April 27, <br />2007, proposal due date, nine agencies had submitted proposals for <br />review. <br />The RFP/Oversight Committee of the Youth Council has reviewed and ranked <br />the proposals. On May 14, 2007, youth providers were invited to meet <br />with committee members to present their programs and to address questions <br />about their proposals. Based on this review process, funding <br />recommendations were developed. <br />The RFP/Oversight Committee of the Youth Council did not recommend <br />funding Templo Calvario Community Development Corporation's proposal, as <br />it did not meet the minimum requirement of 231 points. The RFP/Oversight <br />Committee of the Youth Council also did not recommend funding the <br />California Hispanic Commission on Alcohol and Drug Abuse, Inc. (CHCADA) <br />because their proposed budget more than doubled their cost per <br />participant from $4,725 in PY 2006-2007 to $10,663, but did not add any <br />new services to justify the cost increase.
