REQUEST FOR <br />COUNCIL ACTION <br />CITY COUNCIL MEETING DATE: <br />AUGUST 20, 2007 <br />TITLE: <br />AGREEMENT WITH POP WARNER TO <br />EXPAND EXISTING CONCESSION <br />BUILDING AT MEMORIAL PARK <br />i <br />( i /7 / <br />CITY MANAGER <br />RECOMMENDED ACTION <br />APPROVED <br />^ As Recommended <br />^ As Amended <br />^ Ordinance on 15~ Reading <br />^ Ordinance on 2ntl Reading <br />^ Implementing Resolution <br />^ Set Public Hearing For <br />CONTINUED TO <br />FILE NUMBER <br />1) Direct the City Attorney to prepare and authorize the City Manager and <br />Clerk of the Council to execute an agreement with POP Warner to expand <br />the existing concession building at Memorial Park. <br />2) Receive and file Categorical Exemption for Environmental Review No. <br />2007-122 for Memorial Park. <br />BOARD OF RECREATION AND PARK RECOMMENDATION <br />Recommended to the City Council to approve an agreement with POP Warner <br />to expand existing concession building at Memorial Park by a vote of <br />5:0:3 at its July 25, 2007 meeting. <br />On May 7, 1979, the City Council approved an agreement with Southwest <br />Santa Ana Little League and Pop Warmer Football to construct a concession <br />and restroom building on the west side of Memorial Park. The City <br />provided $20,000 to assist in obtaining the necessary supplies for the <br />project and the facility was constructed all with volunteer labor by Pop <br />Warner Football and Southwest Little League. Both organizations were <br />required to have a licensed contractor to oversee the volunteer <br />construction and to be responsible for pulling all necessary permits and <br />insurance. <br />The May 7, 1979 agreement has expired and Pop Warner is requesting to <br />expand the existing facility by 500 square feet to add space for <br />equipment storage. The terms o£ the agreement will be similar to the <br />previous agreement. Pop Warner will be required to maintain the facility. <br />Pop Warner will be responsible for all construction costs and for <br />providing the volunteer labor. The term of the agreement will be for five <br />years and be automatically renewed unless terminated by either party. <br />CLERK OF COUNCIL USE ONLY: <br />25G-1 <br />
