PERFORMANCE MEASURES

The primary goal ofthe Foster Youth Liaison Project is to create access to WIA services. Over
the course of the project year, we will provide universal services through the Orangewood
Resource Center to 100 foster/emancipated youth. In addition to connecting youth to other WIA
providers throughout the City of Santa Ana and County of Orange, the Foster Youth Liaison
Project will enroll 12 foster/emancipated youth in the WIA program.

The following outcomes will be achieved:

Po ulation
In-School
Out-of-School

A es
14-18
19-21

Enrollments
3
9

Performance Measurements
YOUNGER YOUTH OLDER YOUTH
Skill 3 Unsubsidized
Attainment Em 10 ent
Di loma Rate Retention Rate
Retention Rate Earnin s Gain
Credential Rate

6

7
3,500
3

The proposed outcomes will increase the number of youth to be served from 91 in PY 2003-04 to
125 in PY 2005-06.

PERSONNEL

Key Staff and staffing level rationale

The Foster Youth Liaison Project will staff 3 part-time Peer Mentors. The Peer Mentors will be
currently enrolled in college level studies with a focus on Counseling and/or related fields. The
Peer Mentors will also be youth that have emancipated from the foster care system and have
successfully completed a mentoring program through Orangewood Children's Foundation. The
use of part-time staff is critical to this project. The Foster Youth Liaison Project will provide a
4: 1 participant to case manager (Peer Mentor) ratio as well as provide the Peer Mentors with
valuable work experience and training.

BUDGET

Budget Narrative

The following is a description of the funding match required by the proposal:

. 1 Peer Mentor @ .25 FTE funded by Orangewood Children's Foundation (Peer Mentor
positions are PT 10 hours per week)
. 1 Peer Mentor Supervisor @ .25 FTE (salary and benefits) funded by Orangewood
Children's Foundation
. 1 Paid Training position funded by Taller San Jose (non-WIA)

Total non- WIA funded match is $20,650.
