<br />8/13/07 les <br /> <br />RESOLUTION NO. 2007-059 <br /> <br />RESOLUTION OF THE CITY COUNCIL OF THE CITY OF <br />SANTA ANA SUPPORTING THE ORANGELlNE <br />DEVELOPMENT AUTHORITY FOR THE PURPOSE OF <br />PROMOTING THE HIGH SPEED MAGNETIC LEVITATION <br />SYSTEM FROM NORTH LOS ANGELES COUNTY TO <br />ORANGE COUNTY AND AUTHORIZING CITY STAFF TO <br />SEEK FUNDING TO PAY THE ANNUAL MEMBERSHIP FEE <br />TO ENTER INTO THE ORANGELlNE DEVELOPMENT <br />AUTHORITY JOINT POWERS AGREEMENT <br /> <br />BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SANTA ANA AS <br />FOLLOWS: <br /> <br />Section 1. The City Council of the City of Santa Ana hereby finds, determines <br />and declares as follows: <br /> <br />A. The Orange Development Authority ("Authority") is a joint exercise of powers <br />authority currently comprised of fourteen Los Angeles County and Orange <br />County cities. The Authority has been established in order to examine the <br />feasibility of constructing a high speed magnetic levitation ("Maglev") system <br />in Southern California. <br /> <br />B. As currently planned the Orangeline Maglev Project ("Orangeline") would <br />travel on an elevated guideway above existing highway or railroad corridors <br />at up to 240 miles per hour, with an average speed of 90 miles per hour in <br />urban areas. Orangeline officials estimate that trains would cover the 108 <br />miles between Palmdale and Irvine in approximately one hour, making 18 <br />station stops every 5-10 minutes throughout the day. <br /> <br />C. The Orangeline officials have proposed running Maglev service down the <br />Pacific Electric ("PE") Railroad right-of-way on much of the route between <br />Los Angeles and Orange County. Maglev technology has several key <br />advantages over conventional high speed trains and urban rail systems. It is <br />quieter, more energy efficient, and more cost effective due to lower operating <br />costs and higher quality of service. <br /> <br />D. By supporting the Orangeline, the City of Santa Ana can playa major role in <br />advancing a project that will directly serve the city and provide a viable <br />alternative to the California High Speed Train system that does not provide <br />service to our City. <br /> <br />E. It is also in the City's best interest to enter into the Joint Exercise of Powers <br />Agreement with the Authority in order to ensure that the City maximizes its <br />benefits from this project.
