LSA ASSOCIATES. INC. <br />MAY 2007 <br />FIRM/TEAM DESCRIPTION <br />STATEMENT OF QUALIFICATIONS <br />TO PROVIDE ON -CALL ENVIRONMENTAL REVIEW SERVICES <br />INTRODUCTION <br />LSA Associates, Inc. (LSA), is excited at the potential opportunity to work with the City of Santa <br />Ana (City) to provide environmental review services for a variety of City projects on an on -call basis. <br />Preparation and review of California Environmental Quality Act (CEQA) and National <br />Environmental Policy Act (NEPA) documents has been an LSA core service since the founding of the <br />firm in 1976.Over the years, LSA has expanded the services offered to include virtually all <br />environmental planning -related services to provide a "one stop" firm to complete all technical studies <br />in support of CEQA and NEPA documentation. LSA provides professional services in the following <br />disciplines: Environmental Analysis, Biology and Wetlands, Habitat Restoration, Resource Planning <br />and Management, Urban Design, Community and Land Use Planning, Geographic Information <br />Systems (GIS), Transportation, Cultural and Paleontological Resources, Noise, and Air Quality. <br />This Statement of Qualifications provides detailed information on these services and projects worked <br />on by the LSA Team. <br />COMPANY BACKGROUND <br />LSA is a diversified environmental, transportation, and community planning firm that evolved from a <br />small consulting firm formed by Larry Seeman in 1976, then called Larry Seeman Associates. In <br />1985, LSA formed an employee stock ownership program and is now a 100 percent employee -owned <br />company. <br />Since its founding, LSA has advanced from a small firm of a few biologists, archaeologists, and <br />environmental analysts to a full -service environmental consulting firm with- 10 offices in California. <br />Currently, LSA employs more than 250 full-time employees. <br />LSA assigns skilled professionals (many are recognized experts in their fields) to provide the required <br />consultant services. All projects are overseen by a Principal in Charge throughout the life of the <br />contract to ensure a high level of expertise and quality control. To ensure that our quality control <br />program is implemented, and all substantial work products are reviewed at the Principal level. As part <br />of this Principal oversight, LSA utilizes MS Project scheduling and cost control measures to monitor <br />contracts from award to completion. LSA has a proven track record in project management and <br />preparation of planning and environmental documents involving challenging technical, political, and <br />community issues. <br />LSA MISSION STATEMENT <br />Our mission is to provide services in the environmental disciplines to public and private clients who <br />have the ability and capacity to affect the existing physical environment.
