INC. <br />MAY 2007 <br />STATEMENT OF QUALIFICATIONS <br />TO PROVIDE ON -CALL ENVIRONMENTAL REVIEW SERVICES <br />WORK APPROACH <br />PROJECT UN <br />DERSTANDING NDERSTANDING AND APPROACH <br />At LSA, we understand that an on -call assignment requires an "on -call" obligation. The team must <br />act quickly; it must be responsive, knowledgeable, ready to use its experience for myriad possible <br />requests, and be solution oriented. Our experience has led us to one common denominator when <br />working under an on -call services contract: constant, clear, productive communication. If selected <br />for this contract, LSA will be responsive and efficient, with frequent and purposeful communication <br />with County staff. <br />Since this assignment is for on -call services to be performed on a task order basis, a specific work <br />plan cannot be presented at this time. However, this section presents LSA's general approach to this <br />contract. It would be essential that there be a clear understanding between City staff and the LSA <br />Team regarding each assignment's goals and objectives. The appropriate lines of communication and <br />reporting will be established to assure that the work progresses on schedule as planned. LSA's basic <br />management plan for each task order is to provide a well-defined budget, schedule, scope of work, <br />staffing, progress reporting, and quality control procedures based on LSA's Quality Control Plan. <br />This work plan will ensure that a proactive approach to project management is provided to City staff. <br />Our goal is to function as an extension of City staff throughout the duration of the contract. We will <br />work with the City to establish the best possible staffing arrangements for each task order. <br />It should be noted that the only persons, companies, or parties interested in this proposal as principals <br />are named therein; that this proposal is made without collusion with any other person, persons, <br />company or parties submitting a proposal; that this is in all respects fair and in good faith without <br />collusion or fraud; and that the signer of this proposal has full authority to bind the principal proposer. <br />WORKING RE <br />LATIONSHIPS <br />LSA's project management approach is to assign responsibility for the delivery of a quality project on <br />time and within budget to the Project Manager. Mr. Rob Balen, LSA's Principal in Charge/Project <br />Manager, will have total responsibility for maintaining an effective working relationship with the City <br />and maintaining the technical performance of all team members throughout the life of this consulting <br />engagement. Mr. Balen will ensure that the City is kept informed of all significant project information <br />on a timely basis throughout the life of this assignment by way of informal and formal reporting via <br />e-mail or phone conversations. <br />TEAM ORGANIZATION <br />As shown later in this proposal, the LSA Team members' expertise covers a broad spectrum of <br />environmental disciplines.
