This process ensures that not only is DHS aUocating funding based on risk <br />and need, but that the funding is being used to build the regional critical capabilities <br />consistent with the Goal and the Priorities. <br /> <br />4. The 2006 UASI grant cycle also makes two significant changes to the UASI struoture <br />and the application process. One, the Anaheim and Santa Ana Urban Areas have <br />been consolidated into one "Combined Entity;- and two, rather than award the funds <br />and then ask for an Implementation plan. DHS now requires close coordination with <br />the state Administrative Agency, and a series of Investment Justifications that will <br />define how the Urban Areas intend to spend any requested funds, and which wilt be <br />subject to peer review and other vetting processes to determine risk and need in <br />accordance with Congressional instructions. DHS will then determine whlch of the <br />Investments will be funded and at what level. This process ma.kes it clear that in <br />order for Orange County to receive funding under the UASI. it must continue to focus <br />on a regional and risk-based approach in developing Its Investment justifications. <br />This task will be easier for Orange County with the completion in December,2005 of <br />the Countywide Strategic Plan for Terrorism Preparedness commissioned by both <br />Urban Areas and funded with 2004 UASI funds. <br /> <br />5. OHS andOHS now also require that one of the two UASI jurisdictions be designated <br />as the Single Point of Contact for purposes of the grant appDcation and financial <br />management of the grant The Cities wish to continue their collaborative effort with <br />respect to terrorism preparedness. The 2006 grant gu\detines require formalization <br />of the current Orange County structure for determining the focus of grant fund <br />spending, which includes the use of the Urban Area Working Group (UAWG) to <br />obtain Input In developing Investment areas and specific projects to be funded. This <br />process and input, which is consistent with the process used in previous grant years, <br />win assj;st the City Managers from Anaheim and Santa Ana, as we. as Orange <br />County's Chi,ef E)(ecutive Officer, in making tfle final decisions with respect to grant <br />expenditures, <br /> <br />OBJECTIve AND SCOPE <br /> <br />In recognition of the 2006 Urban Araas Security Initiative grant purpo8e,guidelines, and <br />requirements, the atias of Anaheim and Santa Ana wish to continue their $tratsgic <br />partnership not only with each other, but also with the County of Orange. aU jurisdictions <br />in the county, and the stakeholder groups and disciplines that have thus far <br />characterized a successful and acclaimed effort to reduce risk, mitigate vulnerabmties <br />and manage consequences related to a terrorism incident or threat In addition, the <br />Citie$ wish to fulfill the requirements by DHS and Congress that all grant funds. be <br />cflStributed through a funding program dedicated to a risk-based set of priorities where <br />the Cities and their partners will develop Investment areas and projects that address the <br /> <br />Cities of Anaheim and Santa Ana <br />Urban Areas Security Initiative 2006 MOU <br />Page 2 of 4 <br />
