Inv9Stment areas and projects will be developed as in previous years, oonsi6tent <br />with Orange County's Homeland Security Strategy, and with Input from the Urban <br />Area Working Group. <br /> <br />2. The City of Anaheim will be designated liS the Single Point of Contact (SPC) for <br />the 2006 UASI. <br /> <br />3. The SPC responsibilities will include serving as the appflcation lead; financtal and <br />reporting management; and coordination of grant requirements with OHS and <br />DHS for the duration of the 2006 grant cycle. <br /> <br />4, Future SPC responsibiUties will be negotiated and agmed upoo by the Cities <br />when future grant cycles are announced. <br /> <br />5. This MOU has been submitted for review to OHS, which fully supports and <br />approves of such an arrangement. <br /> <br />6. The City of Santa Ana, on behalf oft and with approval from, ooth Cltiest wlll <br />retain an independent consultant to perform the foU owing tasks: <br /> <br />a. Coordinate with the UASI grant administrators and command staff from <br />Santa Ana and Anaheim, as well as Homeland Security Grant <br />administrators and command staff of the County of Orange in developklg <br />and drafting :a comprehensive Cooperation Agreement {CA)to formalize <br />the 2006 UASI grant management structure. <br /> <br />b. Assist the Cities In preparing the 2006 grant application, developing the <br />required Investment Justifications and proposed project lists for the 2006 <br />UASI grant cycle. <br /> <br />c. Assist in managing the collaborative process, including meetings and <br />mediating possible disagreements among stakeholders. to ensure an <br />inclusive and objective approach to the development of projects and <br />Investment area6 consistent with grant requirements as well as OHS and <br />Congressional intent. <br /> <br />Cities of Anaheim and Santa Ana <br />Urban Areas Security Initiative 2006 MOU <br />Page 3 of4 <br />
