Firm and Personnel Experience —Page 1.5 <br />a <br />a <br />a <br />Mr. Ruiz has over 15 years experience in the <br />preparation and management of environmental <br />documentation required under the National <br />Environmental Policy Act (NEPA) and California <br />Environmental Quality Act (CEQA) for a wide <br />variety of public works and transportation <br />projects. Environmental documentation for which <br />Mr. Ruiz has managed includes Environmental <br />Impact Statement/Environmental Impact Report <br />(EIS/EIR) for both public and private projects. He <br />has also developed mitigation monitoring <br />programs for complex and often controversial <br />projects located throughout Southern California. <br />Mr. Ruiz has considerable experience in <br />transportation, urban development and land use <br />planning. He is also familiar with state and <br />federal Clean Water Act and Endangered <br />Species Act compliance requirements and has <br />successfully processed permits under both Acts. <br />Mr. Ruiz is also an endangered species permit <br />holder and is familiar with Southern California <br />ecosystems and associated flora and fauna. Mr. Wolffe <br />has performed hundreds of emissions <br />inventories including mobile sources and <br />stationary sources, aircraft emissions, and <br />sources of fugitive dust. Mr. Wolffe has <br />supported government and commercial <br />organizations in developing emissions <br />inventories for construction and operations, <br />negotiating of emission reduction credits with <br />permitting agencies, air dispersion modeling of <br />project emissions for air quality impact analysis, <br />and reporting impacts in environmental planning <br />documents. <br />Mr. Jones has experience in all fields of noise <br />assessment and air quality management. His <br />work includes project management, software <br />development, engineering analysis, report <br />preparation, as well as noise and air quality <br />monitoring. As Manager of Environmental <br />Services, Mr. Jones is responsible for <br />coordination of all environmental services at <br />Mestre Greve Associates. These services <br />include noise and air quality assessments for <br />EIR/EIS, highways, residential and commercial <br />developments and airports. Mr. Jones is involved <br />in the development of most of the in-house <br />computer software modeling programs and is <br />well versed in all of the air quality and noise <br />modeling programs used at Mestre Greve <br />Associates. <br />Mr. Willick has over 21 years experience in <br />environmental consulting for public and private <br />sectors, having conducted wildlife surveys for <br />biological assessments and habitat analyses. He <br />has prepared technical reports and biological <br />resource sections for a wide variety of <br />environmental documents. Mr. Willick has <br />participated in consultation with resource <br />agencies concerning impacts on endangered <br />and threatened plant and wildlife species. He <br />has assisted in the preparation and <br />implementation of mitigation programs and <br />performed mitigation monitoring to minimize and <br />avoid biological impacts. He is a specialist in <br />ornithology, working with several sensitive <br />species, including least Bell's vireo, California <br />gnatcatcher, southwestern willow flycatcher, <br />western burrowing owl, California least tern, <br />Belding's savannah sparrow, and raptors.
