Firm and Personnel Experience —Page 1.5 a a a Mr. Ruiz has over 15 years experience in the preparation and management of environmental documentation required under the National Environmental Policy Act (NEPA) and California Environmental Quality Act (CEQA) for a wide variety of public works and transportation projects. Environmental documentation for which Mr. Ruiz has managed includes Environmental Impact Statement/Environmental Impact Report (EIS/EIR) for both public and private projects. He has also developed mitigation monitoring programs for complex and often controversial projects located throughout Southern California. Mr. Ruiz has considerable experience in transportation, urban development and land use planning. He is also familiar with state and federal Clean Water Act and Endangered Species Act compliance requirements and has successfully processed permits under both Acts. Mr. Ruiz is also an endangered species permit holder and is familiar with Southern California ecosystems and associated flora and fauna. Mr. Ruiz has also served on national and state advisory panels and committees addressing issues concerning transportation and biodiversity. Mr. Wolffe has performed hundreds of emissions inventories including mobile sources and stationary sources, aircraft emissions, and sources of fugitive dust. Mr. Wolffe has supported government and commercial organizations in developing emissions inventories for construction and operations, negotiating of emission reduction credits with permitting agencies, air dispersion modeling of project emissions for air quality impact analysis, and reporting impacts in environmental planning documents. Mr. Jones has experience in all fields of noise assessment and air quality management. His work includes project management, software development, engineering analysis, report preparation, as well as noise and air quality monitoring. As Manager of Environmental Services, Mr. Jones is responsible for coordination of all environmental services at Mestre Greve Associates. These services include noise and air quality assessments for EIR/EIS, highways, residential and commercial developments and airports. Mr. Jones is involved in the development of most of the in-house computer software modeling programs and is well versed in all of the air quality and noise modeling programs used at Mestre Greve Associates. Mr. Willick has over 21 years experience in environmental consulting for public and private sectors, having conducted wildlife surveys for biological assessments and habitat analyses. He has prepared technical reports and biological resource sections for a wide variety of environmental documents. Mr. Willick has participated in consultation with resource agencies concerning impacts on endangered and threatened plant and wildlife species. He has assisted in the preparation and implementation of mitigation programs and performed mitigation monitoring to minimize and avoid biological impacts. He is a specialist in ornithology, working with several sensitive species, including least Bell's vireo, California gnatcatcher, southwestern willow flycatcher, western burrowing owl, California least tern, Belding's savannah sparrow, and raptors. Other sensitive wildlife species experience includes coast horned lizard, desert tortoise, and Stephen and San Bernardino's kangaroo rat.
