APPROACH TO ENVIRONMENTAL REVIEW <br />RBF will work closely with the City of Santa Ana to assure that the environmental review <br />process accurately addresses the project impacts and ultimately complies with the State and <br />the City's environmental and development review processes. <br />The RBF Team will be looked upon as an integral component in the review of the project <br />and will participate in meetings with Staff and public hearings, as required by the City. RBF <br />will be available to work in tandem with the City at appropriate project milestones and <br />participate in concurrent planning and environmental processes. As the City's <br />environmental consultant, RBF will help anticipate issues, devise solutions and provide <br />expert counsel on how to achieve environmental compliance and ultimate approval of the <br />various entitlements required. for a project. To ensure regulatory agencies' support <br />regarding the conclusions and mitigation in an environmental document, RBF will seek <br />informal agency concurrence regarding the mitigation approach before the environmental <br />document is released for public review. Achieving agency concurrence requires an iterative <br />process where impact analysis and preliminary mitigation recommendations are presented <br />to responsible and trustee agencies for comment and informal acceptance before an <br />environmental document (e.g., Environmental Assessment, Negative Declaration, <br />Environmental Impact Report) is finalized for public review. <br />RBF will complete the environmental review process, respond to comments received during <br />the public review period and prepare Final documentation. The environmental review <br />process will result in the presentation of pertinent information associated with project <br />impacts and findings to the City for determination and CEQA certification. To ensure a <br />successful CEQA review process and preparation of a high quality environmental <br />documents, RBF's work program includes the components identified below. <br />❖ Identification of the individual, cumulative and growth -inducing impacts on the <br />environment that may result from implementation of the proposed project. <br />JN 00-000300.10P • 2 • May21, 2007 <br />
