trt►
City of Santa Ana
Proposal for 601 North Parkcenter Drive
Initial Study and Mitigated Negative Declaration
Technical Report Preparation. RBF will prepare a written report summarizing the
drainage assessment requirements for the project, particularly focusing on the post
projection watershed hydrologic conditions. The report will include discussions
reviewing the drainage constraints, offsite and onsite hydrology, flooding impacts,
drainage design criteria and drainage infrastructure requirements. The report will
include graphics supporting hydrologic calculations and water quality features. A
technical appendix will be prepared which includes all hydrologic and hydraulic
analysis for the site, analysis assumptions, and all reference documents.
3.3 SEWER STUDY
RBF's Water Resources Division will prepare a sewer analysis to determine the
impact of the proposed project on the existing sewer system to satisfy CEQA
requirements, based on the following scope of work.
Coordination with Staff/Meetings. RBF will coordinate with City of Santa Ana Public
Works staff to discuss the sewer system affected and gather as -built information for
the downstream pipelines to the Project. As available, information will also be
collected on the age, condition and if any replacement program improvements cover
any of the reaches. This task includes up to two meetings with City staff.
Report Review. RBF will collect and review master planning reports to determine the
master planned/designed capacity of the impacted downstream system.
Sewer Flow Estimates. A sewer flow estimate will be calculated for the Project to
determine the generated flow. RBF will also identify the best means to determine
sewer flow through the existing system from other areas of service. If required, flow
monitoring shall be performed under a separate scope of service and contract.
Text Summary. RBF will summarize the findings of the analysis into text and/or a
technical study for inclusion into the Mitigated Negative Declaration. To best
illustrate the Project and impacts to the City's sewer system, RBF will utilize the use
of tables and graphics.
This scope of services is based on the following assumptions:
The scope of Hydraulic modeling analysis will not be required for analysis of
the downstream system; and
Flow monitoring and / or video inspection of the downstream sewer pipelines
is not covered under this scope of service. A separate scope of service is
required for the determination of actual field conditions.
3.4 TRAFFIC IMPACT STUDY
RBF's Transportation Division will prepare a traffic impact analysis to support
environmental documentation of the 601 North Parkcenter Project based on the
following scope of work. The scope of work has been prepared prior to discussions
with City of Santa Ana staff. The analysis will evaluate traffic impacts associated
with the proposed project based on City of Santa Ana performance criteria. If
JN 10-105908 • 5 • August 8, 2007
