H <br />City of Santa Ana <br />n <br />Proposal for 601 North Parkcenter Drive <br />Initial Study and Mitigated Negative Declaration <br />_ <br />necessary, mitigation measures will be recommended for project generated traffic <br />impacts in accordance with City of Santa Ana thresholds of significance. <br />Study Conditions. The analysis will identify traffic conditions for the following <br />analysis scenarios: <br />:• Existing Conditions; <br />y <br />•: Forecast Near -Term Year Without Project Conditions; <br />•: Forecast Near -Term Year With Project Conditions; <br />_ <br />:• Forecast Long -Range Year Without Project Conditions; and <br />- <br />•: Forecast Long -Range Year With Project Conditions. <br />A long-range year analysis is included in this scope of work assuming the proposed <br />_ <br />project requires a zone change and/or General Plan Amendment. <br />- <br />Study Area. As part of the analysis, RBF will count and analyze the following eleven <br />(11) study intersections during the a.m. peak period (7:00 a.m. to 9:00 a.m.) and the <br />p.m. peak period (4:00 p.m. to 6:00 p.m.) on a typical weekday (Tuesday, <br />Wednesday, or Thursday): <br />- <br />•: 1-5 Southbound Ramps/4th Street; <br />•:• 1-5 Northbound Ramps/4th Street; <br />•:• Cabrillo Park Drive/4th Street; <br />- <br />•:• Golden Circle Drive/4th Street; <br />•:• Parkcenter Drive/4th Street; <br />g <br />•:• Parkcenter Drive/6th Street; <br />_ <br />•: Tustin Avenue/Fruit Street; <br />•: Tustin Avenue/6th Street; <br />ee Tustin Avenue/4th Street; <br />❖ SR-55 Southbound Ramps/4th Street; and <br />•: SR-55 Northbound Ramps/4th Street -Irvine Boulevard. <br />Additionally, RBF will collect 24-hour roadway count data at up to ten (10) study <br />roadway segments on a typical weekday (Tuesday, Wednesday, or Thursday). The <br />precise location of 24-hour roadway counts will be determined based on discussions <br />with agency staff. <br />This scope of work assumes the traffic count data at study intersections and <br />roadway segments will not include vehicle classification information. If additional <br />counts are required beyond the number assumed in this scope of work, the counts <br />could be accommodated for a fee in addition to the fee associated with this scope of <br />work. <br />Proposed Project Trip Generation. The study will identify the number of daily and <br />peak hour trips forecast to be generated by the proposed project, using trip <br />generation rates contained in Trip Generation (Institute of Transportation Engineers, <br />7th Edition, 2003) or other source as directed by the applicant and/or agency staff. <br />Preliminary review of the planned land uses indicates the proposed project is <br />forecast to generate approximately 881 daily trips, which includes 71 a.m. peak hour <br />trips and 82 p.m. peak hour trips.
