<br />EZ Application Consultant Services - City of Santa Ana <br />July 5, 2007 <br /> <br />II. Our Approach <br /> <br />During the course of our planned engagement with the City of Santa Ana, we will pursue <br />the same successful approach and organization that we have used in all of our previous <br />EZ designation applications. This will be a joint effort by our two firms and City staff. It <br />will require that we work closely together as a team in the compilation of required <br />documents and in the preparation of the application. <br /> <br />We will begin by meeting with City officials and staff to develop an overall work plan <br />and strategy for completion of the Application for Designation. To that end, we like to <br />meet with City officials and staff within one or two weeks of signing a contract. At that <br />orientation meeting, we will lay out the requirements of a successful application, a <br />timeline and provide you with sample documentation that will ultimately be required. At <br />that meeting, the City of Santa Ana should designate key staff members responsible for <br />data compilation that will be included in the application. <br /> <br />Throughout the Application process, we will rely upon City and/or County staff to <br />provide relevant documentation in order for us to complete the application. To this end, <br />we will assist in: the compiling of the requisite information, data, studies and brochures; <br />preparing tables and maps; and, drafting and editing of the various narrative sections. As. <br />part of this process, we will participate'in conference calls and attend necessary staff <br />meetings and public hearings as requested. <br /> <br />By coordinating each step of this application process with City staff, we will ensure <br />timely and accurate completion of the required work. Thus, you can expect that we will <br />be in contact with City staff on almost a daily basis. Throughout this process, we also <br />will advise and recommend appropriate courses of action for you to take with regard to <br />the designation application. <br /> <br />We will employ a quality control plan to ensure that all requirements of the designation <br />application are timely met and professionally completed. As each part of the application <br />package is completed, it will be reviewed thoroughly by us and then submitted to City <br />officials for final review. This will occur over the course of the next few months. As the <br />application process nears completion, we will conduct a substantive, overall assessment <br />of the package before submission to you for final review. After that review, the final <br />Application will be copied, scanned and burned onto a CD Rom by us and then hand- <br />delivered to HCD by the deadline set forth in HCD's Application Guidebook. <br /> <br />Because there are only a few key professionals who will handle all aspects of the <br />application for designation, quality control measures are methodically observed. We will <br />actively work with the City of Santa Ana to ensure completion of the EZ application in a <br />timely, competent and professional manner.
