EZ Application Consultant Services - City of Santa Ana
July 5, 2007

We will confer on a regular basis with the public and private sector partners throughout
the application process, and continually work with state government officials to ensure
the application ultimately results in the City of Santa Ana's re-designation as an
Enterprise Zone.

The whole process typically takes four months to complete. The ultimate application
varies in size depending on the particular city, its population, and the physical size of the
EZ, among other things, but has historically been between 400-800 pages in length.

Finally, we will also provide regular reports to appropriate City officials and staff to keep
them apprised of California legislative, regulatory and administrative activities relevant
to the EZ program and the application process. For example, SB 341 by Senator
Lowenthal may do away with the Environmental Impact Report (EIR) requirement now
specific~lly mandated in the law as part of the EZ Application and Designation process:

III.
