He has provided technical direction and peer review for dozens of noise studies in several states, including studies of interchanges and major facilities, and has designed and reviewed/approved the design of many noise reducing barriers. He uses FHWA and state guidelines for the analysis and control of highway noise including Stamina 2.0/Sound32/2000 and TNM® (FHWA-PD-96-009). She has prior experience working for a municipal public works department, managing their NPDES program, enabling a firm understanding of the NPDES Phase I and II regulatory programs. She has also participated in many levels of the environmental review and permitting processes including conducting flood plain risk assessments using FEMA and local jurisdiction information, permit negotiations with the RWQCB, documentation and report preparation, planning and development of future program goals and tasks. His project experience includes numerous highway designs and 3R improvement projects, ITS applications and traffic operations improvements, traffic impact analysis, parking analysis and design of over 150 traffic signals and systems, and the preparation of site plans and parking layouts for residential and commercial developments. He has also participated in the preparation of several conceptual design reports for highway projects.
