He has prepared numerous biological reports and assessments to document <br />compliance with CEQA, NEPA, CWA, California Department of Fish and Game (CDFG) Codes, and federal and state ESAs. <br />Lenny has exceptional working relationships with regulatory agencies, resource specialists, and colleagues that allow him to <br />negotiate environmental permits that are practical, economically feasible, environmentally compliant, and able to be acquired <br />within the necessary timeframe. He has worked throughout Orange and Riverside Counties and been responsible for <br />permitting tasks associated with a number of proposed transmission lines throughout the Riverside area. This permitting has <br />involved coordinating, conducting, and permitting waters determinations based on CDFG code 1600 et seq, and Sections 401 <br />and 404 of the CWA. He has also coordinated formal consultations with the USFWS pursuant to Section 7 of the ESA of <br />1973 (as amended). <br />Joe Devoy, PE — GIS <br />Education: <br />BS/1984/Mechanical Engineering <br />Registration (s)/ Cer2ificatio n (s) <br />2002/Industrial Engineer/CA <br />Joe Devoy has more than 22 years of experience in computer system design, GIS; organizational GIS planning and <br />management, GPS, database design and development, transportation, facilities management, mapping, geodesy, energy, and <br />water resources. He is expert in assessing GIS requirements, GIS design, and GIS implementation, Arc/Info and GIS <br />integration with other software applications. He has designed and implemented GIS systems for large transportation and <br />infrastructure projects throughout southern California, including providing GIS support on many of URS transportation <br />projects recently completed or ongoing in Orange County. Joe is also a faculty member at the University of California, Irvine, <br />Department of Urban and Regional Planning. <br />A.5 PROJECT STAFFING AND AVAILABILITY <br />® The URS team provides the City with an outstanding track record of executing multi -task projects of a size, scope, and <br />■ complexity similar to anticipated City projects. The URS team has effectively worked together on numerous environmental <br />documentation and compliance projects. As a result, the team has established a highly successful, efficient working <br />relationship that will promote excellent and cost-effective results for the City. The team members were also selected for their <br />availability and their proximity to the City offices and/or work sites. <br />
