HA 2007-001 <br /> <br />A RESOLUTION OF THE HOUSING AUTHORITY OF THE <br />CITY OF SANTA ANA APPROVING THE ANNUAL PLAN <br />FOR FISCAL YEAR 2007-2008 AND THE ADMINISTRATIVE <br />PLAN <br /> <br />BE IT RESOLVED BY THE MEMBERS OF THE HOUSING AUTHORITY <br />OF THE CITY OF SANTA ANA, AS FOllOWS: <br /> <br />Section 1. The Housing Authority of the City of Santa Ana conclusively finds, <br />determines and declares as follows: <br /> <br />A. The Housing Authority of the City of Santa Ana (the "Authority") is required <br />by the U.S. Department of Housing and Urban Development ("HUD") to <br />have both an Annual Plan and an Administrative Plan due to the fact that <br />the Authority administers a Section 8 Rental Assistance Program. <br /> <br />B. The purpose of the Authority's Annual Plan is to advise HUD, program <br />participants and members of the public of its mission and strategy to serve <br />the needs of very low-income families. It provides detailed information <br />about the current operations of the Authority including programs, <br />participants, services for the upcoming year, and any operational or tenant <br />concerns. <br /> <br />C. The Authority is required to review its operations and needs on an annual <br />basis with input from a Tenant Advisory Committee comprised of Section 8 <br />participants. The Tenant Advisory Committee met on December 9, 2006, to <br />review the Annual Plan for fiscal year 2007-2008, and all comments from <br />said meeting are incorporated into the Annual Plan, as required by HUD <br />regulations. <br /> <br />D. The purpose of the Authority's Administrative Plan is to describe the <br />Authority's policies and procedures. The Administrative Plan serves as <br />supporting documentation for the Annual Plan. The Administrative Plan, <br />which was last revised on March 1, 2004, must now be revised to ensure <br />compliance with regulatory changes instituted by HUD, and policy and <br />procedural changes proposed by the Authority. <br /> <br />E. HUD regulations require a forty-five (45) day comment period. On January <br />9, 2007, notification was published in the Orange County Register that the <br />draft plans were available for public review. The public comment period <br />ended on March 6, 2007. Further, a public hearing was held by the <br />Community Redevelopment and Housing Commission on March 6, 2007, <br />and the action item continued to March 20, 2007, and all comments <br />received at the hearing(s) are included in the final documents to be <br />submitted to HUD. <br /> <br />Resolution No. HA 2007-001 <br />Page 1012 <br />
