Amendment Application No. 2007-02 <br />Site Plan Review No. 2007-02 <br />Tentative Tract Map No. 2007-04 <br />September 10, 2007 <br />Page 4 <br />otherwise consistent with the General Plan, but which do not conform to <br />the adopted zoning standards for that area. The SD will contain the <br />development standards for the project, including setbacks, landscaping and <br />parking, while allowing development of an innovative project (Exhibit 8). <br />Approval of the SD will be consistent with the General Plan Land Use <br />Designation of Medium Density Residential (15 dwelling units per acre) <br />since the development will be built at a gross density of 6.3 dwelling <br />units per acre. <br />Tentative Tract Map <br />The applicant also proposes a tentative tract map for condominium <br />purposes. In order to subdivide the parcel, the proposed subdivision <br />needs to comply with all applicable development standards including lot <br />size, lot frontage and appropriate Public Works Agency standards. Based <br />on a review of the tentative map, the applicant has submitted a <br />condominium project that has been designed to be in compliance with the <br />applicable development standards found in Chapters 34 (Subdivision) and 41 <br />(Zoning) of the Santa Ana Municipal Code. Additionally, the street, <br />proposed as private and maintained by a homeowners association, will be <br />designed to public street standards and will accommodate safety vehicles <br />as well as street parking. Approval of the tract map will also be <br />consistent with the goals and policies of the General Plan. The General <br />Plan Land Use Element encourages a variety of residential land uses in the <br />City and development that provides a positive contribution to the <br />neighborhood character (Exhibit 9). <br />Site Plan Approval <br />Section 41-593.5 (c) of the Municipal Code requires that the Planning <br />Commission review all plans within a Specific Development Plan area to <br />ensure the project is in conformity with the approved Specific Plan. The <br />review also ensures that the buildings, structures and grounds are in <br />keeping with the neighborhood and will not be detrimental to the <br />development of the Specific Development area. After analyzing the <br />project, it was determined that the 38-unit single-family residential <br />cluster project is in compliance with all applicable development <br />standards, including Specific Development No. 81 (SD-81). Additionally, <br />the architectural concepts for the project are in keeping with the <br />surrounding community and will improve the desirability of investment in <br />the area. Finally, the project has been determined to be in compliance <br />with applicable parking, landscaping and fencing provisions governing the <br />project. <br />75B-5 <br />
