Amendment Application No. 2007-02 <br />Site Plan Review No. 2007-02 <br />Tentative Tract Map No. 2007-04 <br />September 10, 2007 <br />Page 5 <br />On May 14th, the Planning Commission had a study session on the project. <br />The main issues raised by the Commission related to street trees on the <br />residential street, landscaping along the Fairview Street and Alton Avenue <br />perimeters and pedestrian access to the adjacent commercial center. The <br />applicant revised the plans and addressed the Commission's concerns by <br />providing canopy trees along the residential street, enhancing and <br />upgrading the tree and shrub palette at the project perimeter, and will <br />install a secured pedestrian gate at the west side of the open space. <br />The proposed project will enhance the image of the city through the <br />development of a single-family residential project and will provide a <br />positive reinforcement of the city's image around the county. The project <br />will also provide a direct benefit to the community by providing <br />additional housing opportunities in the city. Finally, the project will <br />achieve many goals and policies of the City's General Plan by assisting in <br />the development of a single-family project that promotes the community and <br />by encouraging the development of a variety of residential land uses. As <br />a result, staff recommends that the Planning Commission recommend approval <br />of Amendment Application No. 2007-02, Specific Development Plan No. 81 and <br />Tentative Tract Map No. 2007-04 as conditioned (Exhibits 10, 11 and 12). <br />CEQA Compliance <br />In accordance with the California Environmental Quality Act, a mitigated <br />negative declaration has been prepared for this project. The Mitigation <br />Negative Declaration and Mitigation Monitoring Program were circulated for <br />a 20-day public review from August 10 through August 31 and no comments <br />were received. The report found that any potential environmental impacts <br />could be mitigated to less than significant levels.
