to Provi& As -Needed 'Environmental Ccnsulti,ig Services <br />Project Approach <br />EIP/PBS&J will prepare and review documentation <br />related to compliance with the California <br />Environmental Quality Act (CEQA) and the <br />National Environmental Policy Act (NEPA) for <br />the City. EIP/PBS&J will provide all professional <br />services required for preparation, coordination, and <br />completion of the work described in this section. All <br />CEQA/NEPA compliance work will be completed in <br />accordance with applicable federal, state, and/or local <br />environmental laws, regulations, and/or guidelines. <br />Christopher Mundhenk, the Lead Project Manager <br />will be responsible for interfacing with the City. <br />EIP/PBS&J guides clients through the environmental <br />review process, finding practical and cost-effective <br />solutions to complex environmental issues. Our senior <br />project managers strategically design environmental <br />documents and processes to meet the specific needs <br />of each client and each situation in order to prepare <br />efficient program- and project -level environmental <br />documents, as well as streamlined, tiered studies. <br />Our mitigation solutions are thoughtful, practical, <br />and effective. EIP/PBS&J has prepared numerous <br />environmental impact analyses for projects including <br />commercial and industrial development, residential <br />land development, recreation and entertainment, <br />utilities and pipelines, long-range policy plans, <br />infrastructure master plans, redevelopment projects, <br />and public works projects, including water resources, <br />roadway and flood control projects. <br />Project Approach <br />DZI1070:0507 <br />The EIP/PBS&J project team has developed a <br />comprehensive approach that will assist the City in <br />the preparation of environmental documentation <br />that is responsive to public input and technically <br />sound. The approach of the EIP/PBS&J project team <br />is based on meeting the following objectives: <br />• Providing a highly flexible response to potential <br />changes in the project throughout the process <br />• Providing a depth and breadth of experience to <br />address any and all potential areas of concern <br />• Serving as an extension of City staff to <br />anticipate controversial issues, provide unbiased <br />recommendations, devise solutions to potential <br />impacts, and provide expert planning, policy, <br />and environmental compliance consultation; <br />in essence, acting as one "leg" of an integrated <br />team <br />• Committing senior management to the project to <br />provide close coordination with, and accessibility <br />to, the City to ensure technical accuracy, <br />document objectivity, and legal defensibility <br />• Complying with CEQA, the current CEQA <br />Guidelines, and current case law <br />• Complying with all unique City processing <br />requirements <br />• Responding to all significant issues of concern <br />raised by governmental agencies, private entities, <br />individuals, and community groups <br />• Participation in on-going team coordination <br />meetings <br />• Relationship as an extension of City staff <br />4 <br />
