The fundamental objectives of the <br />QA/QC program are to ensure not only that our <br />work products fulfill the scope of work requirements <br />for each task, but also that the specific and unique <br />needs of each of our clients are both fully defined <br />and met. All project deliverables are reviewed by the <br />management team, as well as by key individual team <br />members. The QA/QC review encompasses: <br />• Overall Project Review: attainment of stated <br />goals; client satisfaction <br />• Report Content: technical accuracy; presentation <br />and readability; overall appearance <br />• Report Format: clarity of organization; <br />conformance with requirements; accessibility of <br />information; quality of graphics <br />• Editing: quality of writing; technical accuracy, <br />spelling and grammar <br />• Database: use of latest technical and professional <br />information <br />• Information: validity of field surveys; accuracy <br />of area -wide and regional information, site <br />photographs, and maps <br />• Legal Adequacy: compliance with regulatory <br />standards, environmental case law, and new <br />legislation <br />DEPTH OF IN-HOUSE RESOURCES <br />We customarily commit the staff hours and resources <br />necessary to meet our client's schedule, even when it <br />is accelerated. We recognize that in order to provide <br />effective services, staff must be accessible to the City <br />at all times. We are prepared to provide the City with <br />all of the resources necessary to remain accessible and <br />achieve the project schedule while producing high- <br />quality environmental documentation. <br />Project Approach <br />DII I00.J0:050] <br />SCHEDULE AND BUDGET CONTROL <br />EIP/PBS&J will be cost effective by managing <br />each individual work authorization closely. As EIP/ <br />PBS&J has grown over its 40+ years in business, we <br />have developed a strong and consistent approach to <br />managing our staff and subconsulting team members <br />to ensure that our clients receive the most technically <br />accurate, cost-effective, andschedule-sensitive services. <br />Our management approach includes initiation of <br />regular and formal lines of communication, efficient <br />use of meetings, strong and reliable project reporting <br />and management systems, and experienced project <br />management. Our strength in effectively managing <br />projects translates to a cost savings for our clients. <br />The ability to meet project schedules and budgets <br />is a clear indicator of efficient project management. <br />EIP/PBS&J has a long history of accomplishing this <br />outcome on a wide variety of projects. <br />EIP/PBS&J maintains a job -order cost accounting <br />system for the recording and accumulation of costs <br />incurred under its contracts. Our computerized <br />accounting system provides information directly to <br />the desk of each staff member, which allows them to <br />track budgets through the life of a project. <br />EIP/PBS&J has a reputation for consistently <br />delivering projects on time andwithin budget. We also <br />have a reputation for meeting "impossible" deadlines <br />that result from external factors beyond the control <br />of our clients, such as expiration of funding sources, <br />construction -related deadlines, permit requirements, <br />and court -mandated completion dates. <br />SUBCONTRACT ADMINISTRATION <br />All subconsultants will report directly to the EIP/ <br />PBS&J project manager. We have worked closely <br />with our proposed subconsultants and we are familiar <br />with each other's working styles and expectations. <br />On most projects, key subconsultant staff will join <br />the EIP/PBS&J team at start-up meetings, progress <br />meetings with the City or other key developers. <br />Frequent communication and our QA/QC program <br />are key ingredients to ensuring the quality and <br />performance of our subconsulting team. <br />6 <br />
