He has a long <br />standing history of working with EIP/PBS&J, and <br />he recently completed the evaluation of the potential <br />impacts to historic structures for the Shops at Santa <br />Anita Park Specific Plan EIR with Terri Vitar. David <br />has over 20 years experience in the evaluation of <br />potentially historic structures and has received <br />numerous awards for his work, most notably for his <br />work with the University of Southern California. <br />KOA Corporation — Traffic <br />Rock E. Miller, PE, PTOE, Principal -in - <br />Charge (20% Availability) <br />Rock Miller is a Vice President/Principal Engineer <br />for KOA Corporation. Rock is a registered Traffic <br />and Civil Engineer in the State of California and <br />has over 30 years of traffic signal planning, design, <br />and operations experience. As the former City Traffic <br />Engineer for Costa Mesa and staff Traffic Engineer <br />with the County of Orange County, he is thoroughly <br />familiar with the latest capabilities and requirements <br />available and expected from cities and municipal <br />governments. He is recognized as an expert in <br />pedestrian safety and circulation enhancement design <br />in Southern California. Rock has been responsible for <br />completion of a wide variety of unique transportation <br />projects, including an extensive array of services in <br />support of street improvement. He is also expert in <br />signing and striping, street lighting, work site traffic <br />control, impact analysis, and the design of street and <br />highway improvements. He is an excellent public <br />speaker and facilitator, Rock is available to make <br />presentations to neighborhood groups, Councils, or <br />Commissions, when appropriate to the importance <br />or complexity of each task. <br />Key Personnel <br />02:110D.70:0507 <br />Ronn Knox, Associate Transportation <br />Planner (20% Availability) <br />Ronn Knox is an Associate Transportation Planner <br />for KOA. He has over 14 years experience in travel <br />demand forecasting, traffic impact analysis, highway <br />and transit ridership modeling, transportation model <br />development, statistical analysis, origination and <br />destination analysis, parking studies, bicycle studies, <br />trip generation development, and transit planning. <br />This experience includes use of the SCAG, OCTA <br />and SANDAG travel demand models, and routine <br />coordination with MPO and local agency staff. Prior <br />to joining KOA, Ronn worked for Orange County <br />as a transportation modeler/analyst developing micro <br />and macro models for travel demand forecasting and <br />estimating travel demand throughout the County. <br />11 <br />
