Orange County Conservation corps
Santa Ana Workforce Investment Board
Request for Proposal
The Youth Service Provider Network
PY 2007/2008

Indicate which of the 10 WIA elements the proqram will address.
The OCCC program design provides 9 of the1 0 WIA elements:
. Tutoring, study skills training, and instruction leading to completion of secondary
school, including drop-out strategies;
. Alternative secondary school services;
. Paid and unpaid work experience;
. Occupational skill training;
. Leadership development opportunities;
. Supportive services;
. Adult mentoring;
. Follow up services for a minimum of 12 months after completion;
. Referrals for comprehensive guidance and counseling (Le. substance abuse,
legal, medical, family)

The OCCC is an open entry and open exit, year round program that normally takes 6
months to a year to complete. While youth may be hired during the summer, the OCCC
does not technically offer the remaining WIA element - summer employment
opportunities.

Indicate planned outcomes.
The OCCC wili meet or exceed established \/I/IA outcomes as follows:

Current WIA Planned Outcomes

Population Ages # Performance % #
Measurements
Out-of-School Youth 17-18 10 Skill Attainment 84.5 9
Attainment of 67.0 7
Diploma/Equivalent
Retention 69.7 7
Out-of-School Youth 19-21 10 Entered Emplovment 72.4 8
Retention 78.4 8
Earnings Gain $3,622
Credential 39.0 4

The OCCC's program design allows for participants to meet and exceed planned
expected outcomes. All participants enrolled will have an opportunity to receive class
room tutoring to improve basic reading and math skill levels if found to be basic skills
deficient. During this time participants without a high school diploma will be enrolled
into school to obtain their high school diploma. Once participants have graduated from
the OCCC John Muir Charter School, they will be enrolled in the OCCC transition class
to explore future employment, career and educational opportunities. This class will
allow participants to advance into post-secondary training and or higher earning
employment. The OCCC will provide follow-up services to ensure participants are
working towards higher employment earnings and employment retention.

Describe the basic proqram approach.
