<br />urange L,OUlllY \,.,UII::>t::1 VOL'VII ....V.I"... <br />Santa Ana Workforce Investment Board <br />Request for Proposal <br />The Youth Service Provider Network <br />py 2007/2008 <br /> <br />Various staff are responsible for tracking outcomes specific to their job assignments. <br /> <br />Experience <br />Briefly outline all youth programs that your aqency has operated durinq the last two <br />years. <br />While the oeee has added program components like construction training and work <br />experience and programs like Youthbuild, the oeee has operated the same award- <br />winning youth program for the last 14 years based on state and national models for <br />conservation and youth service corps. Over the years the oeee has developed and <br />improved on this basic model to provide a comprehensive, structured, program that <br />provides a wide array of work experiences and services that meets the needs of local <br />Orange County youth. The program model stresses the importance of education, <br />occupational skills that lead to employment, leadership development, and post-program <br />follow-up. <br /> <br />Which has been most successful? <br />Despite several other programs that have been run by the oeec (such as YouthBuild), <br />its core program has withstood the test of time, and proven the most successful. <br /> <br />What kind of experience do you have in incorporatinq parents into your proqrams? <br />As mentioned earlier, since most oecc corpsmembers are adults and many are <br />estranged from their parents for various reasons, the oecc does not have much <br />experience with incorporating parents into our program. Unfortunately, most parents of <br />ocec corpsmembers either do not have the time or have the desire to be involved with <br />the program. Nonetheless, corpsmember success at the oecc otten reunites the <br />corpsmember with their parent(s) as corpsmembers become more responsible, stable, <br />and self-sufficient adults. The oece does schedule events throughout the year to <br />involve family members, be it their parents, their wives/girlfriends, husbands/boyfriends, <br />and/or children to promote a sense of family and community into our program. <br /> <br />What is your success based on? <br />The oeee's success is based on using a program model that provides a <br />comprehensive set of services and understands that youth and workforce development <br />for the neediest youth takes time and multiple resources. A program that allows youth to <br />have the time and support to develop holistically on a professional, educational, and <br />personal level. Understanding that you can not serve the neediest youth without <br />addressing the multiple personal/family issues they have along with the lack of <br />education, work skills, work ethic, and work experience. As mentioned earlier, oeee's <br />success is based on having a program that recognizes that the neediest youth have not <br />learned to work or go to school successfully and need time to become stable in their <br />personal lives before they can focus on advanced training, post-secondary instruction, <br />and maintaining employment. <br /> <br />List positions and qualifications of staff assiqned to this proiect. <br />The oeee has several years experience in administering multiple contracts/grants, <br />including WIA contracts.
