REQUEST FOR <br />COUNCIL ACTION <br />CITY COUNCIL MEETING DATE: <br />NOVEMBER 5, 2007 <br />TITLE: <br />FY 2007 PUBLIC SAFETY <br />INTEROPERABLE COMMUNICATIONS <br />GRANT PROGRAM <br />r <br />C TY MANAGER <br />RECOMMENDED ACTION <br />CLERK OF COUNCIL USE ONLY: <br />APPROVED <br />^ As Recommended <br />^ As Amended <br />^ Ordinance on 1S` Reading <br />^ Ordinance on 2"d Reading <br />^ Implementing Resolution <br />^ Set Public Hearing For_ <br />CONTINUED TO <br />FILE NUMBER <br />Adopt a resolution authorizing the City Manager and the Chief of Police to <br />submit a grant application to the State of California, Office of Homeland <br />Security for the FY 2007 Public Safety Interoperable Communications Grant <br />Program. <br />DISCUSSION <br />The United States Department of Homeland Security (DHS) and the National <br />Telecommunications and Information Administration (NTIA) have developed the <br />Public Safety Interoperable Communications (PSIC) Grant Program. PSIC is a <br />one-time formula-based, matching grant program intended to enhance <br />interoperable communications with respect to voice, data, and/or video <br />signals. PSIC provides funds to local emergency first responders to assist <br />public safety agencies in the acquisition of, deployment of, or training <br />for the use of interoperable communications systems that utilize <br />reallocated public safety spectrum for radio communications. <br />The State of California's PSIC award has been allocated based on risk to <br />each of the four planning areas, and each recognized Urban Areas Security <br />Initiative (UASI) jurisdiction is eligible to apply for this grant. The <br />Anaheim/Santa Ana UASI has designated the City of Santa Ana as the lead <br />administrative agency responsible for submitting the application for the FY <br />2007 PSIC Grant.
