Amendment Application No. 2007-02 <br />Tentative Tract Map No. 2007-04 <br />Site Plan Review No. 2007-02 <br />November 5, 2007 <br />Page 2 <br />Additionally, the Commission modified Section 15 (e) of the specific <br />development plan to require all exterior walls to be covered with vines <br />to deter graffiti. <br />DISCUSSION <br />On October 1, 2007, the City Council held a public hearing for the Alton <br />Court project, a 38-unit, single-family cluster development proposed at <br />the southeast corner of Alton Avenue and Fairview Street. During the <br />public hearing, issues were raised regarding the public noticing for the <br />project as well as the potential traffic impacts resulting from the <br />development. At the conclusion of the public hearing, the Council <br />continued the item for 30 days and directed staff to hold a neighborhood <br />meeting with the surrounding community and to perform additional traffic <br />analysis for the project that incorporates nearby intersections. <br />On October 17, 2007, staff held a neighborhood meeting at Thorpe <br />Elementary School with several adjacent neighborhood associations, other <br />nearby residences not represented by an association and the developer. <br />In total, over 2,600 notices were mailed for the hearing. Discussion <br />topics ranged from bus stop impacts on Fairview Street, school traffic, <br />lack of police enforcement, graffiti, visual blight from the adjacent <br />railroad tracks and public noticing requirements were discussed. Since <br />the majority of the issues raised do not directly relate to the proposed <br />development, it was determined that an additional neighborhood meeting <br />would be held in approximately 30 days to discuss the numerous issues <br />raised by the neighborhood. Staff from the Community Development Agency <br />and Planning Division are coordinating this meeting, which is expected to <br />be held in mid to late November. <br />The second issue raised at the October 1, 2007 City Council meeting <br />pertained to traffic concerns in the immediate area. Although the traffic <br />analysis completed for the project's Mitigated Negative Declaration <br />concluded that less traffic would result from the residential project, the <br />Council requested additional information on traffic counts in the area, <br />including the morning rush hour, after school and of the existing <br />warehouse building. Additionally, issues pertaining to relocating the <br />existing bus stop on Fairview Street, constructing a bus turnout on <br />Fairview Street, and a northbound right turn lane at Fairview Street and <br />Alton Avenue were raised at the community meeting. In order to address <br />the Council's and community concerns, Kimley-Horn and Associates, a <br />traffic engineering firm, was retained to perform additional traffic <br />analysis (Exhibit B).
