Environmental Checklist <br />For CEQA Compliance <br />Project Sponsor's Name and Address: <br />Manning Homes <br />20151 SW Birch Street, Suite 150 <br />Newport Beach, CA 92660 <br />General Plan Designation: <br />Medium Density Residential (MR-15) <br />Description of Project: <br />The project consists of the demolition and removal the existing warehouse and associated onsite parking <br />lots and walkways located at 3321 South Fairview Street in Santa Ana for the construction of 38 single- <br />family detached residential units. In addition, Alton Avenue would be widened to its ultimate planned <br />designated width and South Fairview Street would be improved. <br />The project includes a Zone Change from Arterial Commercial (C5) to the Specific Development No. 81 <br />designation and a tract map to allow the sale of the units as condominiums. <br />Surrounding Land Uses: <br />The project site is surrounded by commercial developments to the south, single-family attached <br />residential units to the east, light industrial separated from the project site by South Fairview Street to the <br />west, and light industrial separated from the project site by Alton Avenue and a South Pacific Railroad <br />track to the north. <br />Zoning: <br />The project site is designated Arterial Commercial (C5). The City of Santa Ana Municipal Code states <br />that permitted uses include offices, retail and service uses, churches, government buildings, restaurants, <br />schools, childcare facilities, and cyber cafes. Planned residential districts are not permitted within C5 <br />land uses. The project would need a zoning amendment to accommodate the proposed use as a <br />Specific Development No. 81 project site.
