i~ <br />i~ <br />i~ <br />Environmental Checklist <br />For CEQA Compliance <br />In addition, the mass regional emissions calculated for the proposed project would be less <br />than the applicable SCAQMD daily significance thresholds (with the incorporation of <br />Mitigation Measure AQ-1 ), which are designed to assist the region in attaining the applicable <br />state and national ambient air quality standards. As such, cumulative impacts would be less <br />than significant with mitigation incorporated. <br />D. Less Than Significant Impact with Mitigation Incorporated. As described in Response <br />No. III-B above, construction and operation of the proposed project would not result in any <br />substantial localized or regional air pollution impacts (with the incorporation of Mitigation <br />Measure AQ-1), and therefore would not expose any nearby sensitive receptors to <br />substantial pollutant concentrations. <br />E. Less Than Significant Impact. According to the SCAQMD CEQA Air Qualify Handbook, <br />land uses associated with odor complaints typically include agricultural uses, wastewater <br />treatment plants, food processing plants, chemical plants, composting, refineries, landfills, <br />dairies, and fiberglass molding. The proposed project does not include any uses identified by <br />the SCAQMD as being associated with odors and therefore would not produce objectionable <br />odors. <br />Potential sources that may emit odors during construction activities include asphalt paving <br />and the use of architectural coatings and solvents. SCAQMD Rules 1108 and 1113 limits the <br />amount of volatile organic compounds from cutback asphalt and architectural coatings and <br />solvents, respectively. Via mandatory compliance with SCAQMD Rules, no construction <br />activities or materials are proposed that would create a significant level of objectionable <br />odors. As such, potential impacts during short-term construction would be less than <br />significant. <br />Other CEQA Considerations <br />Climate Chanpe and Greenhouse Gas Emissions <br />AB 1493 and AB 32 <br />While climate change has been a concern since at least 1988, as evidenced by the <br />establishment of the United Nations and World Meteorological Organization's <br />Intergovernmental Panel on Climate Change (IPCC), the efforts devoted to greenhouse gas3 <br />(GHG) emissions reduction and climate change research and policy have increased <br />dramatically in recent years. In 2002, with the passage of Assembly Bill 1493 (AB 1493), <br />California launched an innovative and proactive approach to dealing with GHG emissions <br />and climate change at the state level. AB 1493 requires the Air Resources Board (ARB) to <br />develop and implement regulations to reduce automobile and light truck GHG emissions; <br />these regulations will apply to automobiles and light trucks beginning with the 2009 model <br />year. <br />On June 1, 2005, Governor Arnold Schwarzenegger signed Executive Order S-3-05.
